DESCRIPTION

Under general direction, oversees, and manages the purchasing section of the Agency; develops and administers agency-wide policies, procedures, regulations, and guidelines related to purchasing and contracts; provides leadership in planning, developing, and evaluating policies, purchasing systems, initiatives, and objectives for the purchasing section; and performs other related work as required.

DISTINGUISHING FEATURES

This is a single class position located in Zone 7 Water Agency responsible for providing managerial and administrative oversight of the activities and staff in the areas of contracts, procurement and materials, equipment and supplies, inventory maintenance, and control in the Agency. This position is distinguished from the Buyer II, Zone 7 in that the former is responsible for complete oversight and management of the section. This position reports to the Assistant General Manager – Finance, Zone 7, who has multidisciplinary oversight and supervises staff of assigned functional areas.



EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, organizes, controls, integrates, and evaluates the work of assigned sections to ensure operations and services comply with the policies and strategic direction set by the General Manager, Board of Directors, and all applicable laws and regulations; with assigned staff, develops, implements and monitors short and long-term plans, goals, and objectives focused on achieving the Agency's mission, Strategic Plan and Board priorities.
  2. Establishes and manages the development and implementation of section goals, objectives, policies, procedures, and priorities for assigned programs and makes recommendations regarding the same.
  3. Supervises, plans, directs, and reviews the work of staff performing day-to-day purchasing, contract, supply, and inventory and equipment coordination activities for the Agency.
  4. Participates in the hiring selection process; plans and evaluates performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; implements disciplinary action, up to and including termination, to address performance deficiencies, in accordance with personnel rules, policies, and procedures.
  5. Develops strategic partnerships and contracts with community representatives, external agencies, and other organizations.
  6. Researches and analyzes the current and proposed purchasing requirements; evaluates vendors, selection, and pricing to ensure most cost-effective methods of procuring goods, materials, and services; researches and develops alternate vendor sources; meets with vendors to discuss products and services.
  7. Supervises and/or prepares competitive bidding documents, requests for proposals, and specifications supporting the procurement process; reviews and evaluates proposals for compliance with the Agency purchasing standards, policies, and procedures; solicits, evaluates, and awards bids, requests for proposals, and the issuance of purchase orders.
  8. Oversees the provision of contracted services as it relates to Agency purchasing; ensures all services received are in compliance with Agency standards, policies, and procedures; reviews, evaluates, negotiates, and administers service contracts.
  9. Coordinates with Agency Counsel to ensure appropriate terms and conditions are applied to individual contracts; ensures contracts adhere to applicable federal and state requirements; verifies contractor compliance with bonding, licensing, and wage requirements; confers with Agency’s insurance provider regarding insurance requirements.
  10. Manages the Agency’s Purchasing Card Programs; ensures cardholder compliance with the Agency Purchasing Card Policy; conducts trainings on the proper use of the Purchasing Card.
  11. Serves as a resource for direction on purchasing requirements; interprets and explains Agency purchasing policies, practices, rules, and regulations to Agency staff and potential vendors; assists Departments in all phases of the procurement process.
  12.  Oversees the proper sale and disposition of all surplus property and waste.
  13. Establishes and oversees the administration of the Agency’s inventory control system.
  14. Oversees the integrity, maintenance, development, and implementation of the Agency’s electronic procurement system; reviews and verifies system entries to ensure accuracy and completeness of data; initiates training and support to  departments on purchasing practices and procedures and use of the electronic procurement system.
  15. Prepares staff reports and other necessary correspondence; makes presentations to the Agency Board of Directors, management, and staff as needed.


MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor's degree from an accredited college or university in public administration, business administration, accounting, finance, economics, purchasing, supply chain management, or in a related field.

AND
Experience

The equivalent of six (6) years of recent full-time procurement and materials/supply control experience, which included at least two (2) years of supervisory experience.  

Substitution:

Additional work experience may be substituted for the education requirement on a year-for-year basis.

Certification:

Possession of a CPM (Certified Purchasing Manager), CPPO (Certified Public Purchasing Officer), or CPSM (Certified Professional in Supply Management) is desirable.

  • Oversee, organize, direct, and coordinate the work of subordinate staff.
  • Negotiate and purchase goods and services for a government agency.
  • Prepare accurate and complete bids, proposals, and specifications.
  • Develop and administer division goals, objectives, and procedures.
  • Prioritize, organize, and coordinate several projects concurrently.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
