DESCRIPTION
|
Under general direction, documents, coordinates, plans, installs, implements, tests, and maintains databases and applications of the Agency Geographic Information System (GIS); provides training and technical support to Agency staff; coordinates GIS activities with Agency, outside agencies, businesses, and the community; coordinates and monitors consultants/contractors who perform the highly technical functions on the System; and performs other duties as assigned.
DISTINGUISHING FEATURES Geographic Information Systems Analyst, Zone 7 is a single position class responsible for independently performing the full range of professional level work in support of the Agency Geographic Information System. Incumbent is expected to perform the most complex spatial analyses using multiple attributes to arrive at the desired results. |
EXAMPLES OF DUTIES

1. Develops and customize GIS and related web applications and systems using a variety of programming languages, including developing infrastructure applications that enable staff to perform work easier and more efficiently. 2. Provides consultation and technical support to GIS users; supplies users with GIS software, installs and uninstalls software and upgrades; provides classroom training to GIS users. 3. Designs and produce cartographic products, reports and customizes applications based on staff requests and maintain GIS library for storing data. 4. Develops systems, networks and applications documentation, quality control procedures, standards, and metadata. 5. Participates in the modification and development of systems to create and maintain a comprehensive spatial related information system; develop spatial and tabular data and designs based on staff requests. 6. Prepares and coordinates GIS consultant contracts; monitors contract work to ensure technical accuracy and compliance with contract agreements. 7. Diagnoses GIS related software and hardware problems and resolves the problems if possible. 8. Interacts with a variety of other agencies and contractors to obtain and share data, to ensure the data and software meets Agency standards and are compatible, and to exchange knowledge and technology. 9. Attends and participates in professional and other group meetings and training; stays abreast of new GIS trends and innovation, evaluates alternatives, and makes recommendations to management on the benefits of new products and trends. 10. Performs related duties and responsibilities as required. |
MINIMUM QUALIFICATIONS

Education:
Graduation from a four-year accredited college or university (180 quarter units or 120 semester units) with major coursework in Engineering, Computer Science, Information Systems, Geography, Environmental Studies , or a field related to the work (An Associate’s Degree in Engineering, Computer Science, Information Systems, Geography, Environmental Studies, or a field related to the work and two years of geographic information systems experience may substitute for the four-year education requirement). AND Experience: The equivalent of two years full time progressively responsible experience in geographic information systems and database management, cartography, mechanical drawing, civil engineering, drafting, or a related field. License: Possession of a valid California driver’s license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Knowledge of: • GIS concepts and analytical techniques, including computerized mapping and digital data conversion, manipulation and analysis. • Principles and practices of system documentation. • Principles and practices of project management, records management, and data collection techniques. • Modern office practices and procedures. • Correct English grammar, spelling, punctuation, and vocabulary. • Pertinent federal and state laws and regulations. • Database administration principles, methods and techniques, including applicable software such as ARCGIS, MapInfo, or Map Cad. • Application development methods, tools and utilities applicable to the GIS system. • Programming languages including Visual Basic, or Geo-processing scripts. • Mathematical and statistical procedures commonly supported by system applications. • Principles and practices of computer programming. • Methods and techniques used in the installation, troubleshooting and maintenance of software applications. • Spatial projection techniques and standards. • Principles and procedures of quality assurance and security related to computer information systems. • Operational characteristics and capabilities of database management systems. Ability to: • Provide training and technical assistance to District GIS users in the areas of database analysis and the use of GIS software. • Prepare cartographic maps based on customer requests. • Understand, interpret and analyze user GIS requirements and develop more routine custom GIS application solutions using several computer programming languages. • Perform various GIS database administrative functions, including developing standards and methodologies for use of the enterprise GIS database. • Detect, isolate and resolve information systems application problems. • Install, troubleshoot and upgrade District GIS applications. • Learn and begin to perform spatial analysis using multiple attributes/experimental and virtual scenarios to arrive at the desired results. • Prepare clear and concise program documentation, user procedures, reports of work performed, and other written materials. • Make sound independent decisions within established guidelines. • Communicate clearly and concisely, both orally and in writing. • Establish and maintain effective working relationship with those contacted in the course of work. • Produce accurate information in short timeframes. • Meet deadlines when managing multiple and changing priorities. OTHER REQUIREMENTS Requires willingness and ability to: • Work nights, weekends, and holidays, in emergencies. • Requires sufficient physical strength and agility to computers and carry audio-visual equipment weighing up to 50 pounds. |
