DESCRIPTION
Under general supervision, performs difficult professional civil and technical engineering/geological work related to water resources, flood control, water supply and water treatment facilities and systems, and has lead responsibility which involves, but is not limited to, assigning, scheduling, monitoring, training and reviewing the work of assigned personnel; performs related work as required.

DISTINGUISHING FEATURES

This is an advanced journey-level class in the professional engineering/geologist series of the Zone 7 Flood Control and Water Conservation District. This class is distinguished from the next higher level of Senior Engineer/Geologist, Zone 7, in that the latter class has first-line supervisory responsibility over professional and technical staff, while the former will usually be responsible for an entire project and, within established administrative limits and time schedules, will plan, organize and/or execute the project with a minimum of supervision or will have responsibilities for program operations. The class of Associate Engineer/Geologist, Zone 7, is further distinguished from the next lower class of Assistant Engineer/Geologist, Zone 7, in that while the latter class is the journey level, they are usually assigned the smaller and/or routine projects of average difficulty or a portion of a major project. If Assistant and Associate Engineers/Geolgists are assigned to the same project, the higher level is normally in charge and assigns and reviews the work of the Assistant Engineers/Geologists.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes and reviews or performs the design and preparation of plans, drawings, specifications and estimates in connection with the construction, maintenance or operations of flood control, water supply or water treatment and distribution facilities and systems; coordinates and participates in the total planning and design of assigned projects, including development and evaluation of alternatives and operational scenarios, rights of way, environmental requirements, permits, agreements and preparation of final plans and specifications.

2. Acts as project manager on engineering/geological projects; directs the work of consultants or of a small work unit; directs project inspections and monitors progress; coordinates project activities and mediates problems; prepares or coordinates various project reports and documents.

3. May participate in the management of outside consultant contracts, including drafting or requests for proposal; may participate in interviewing contractors, evaluating proposals and recommending selection of contractors.

4. Reviews drawings, plans and other work submitted by other engineers/geologists, developers, private parties, public agencies and contractors, for conformance with specifications and county and Zone 7 standards and regulations, and for possible conflicts with other existing or proposed projects; determines and initiates necessary engineering/geological changes for improvements.

5. Conducts or coordinates the conduct of comprehensive field, plant and office engineering/geological, economic and environmental impact studies and investigations related to the research, planning, design, construction, operation and maintenance of flood control, water supply, and water treatment and distribution facilities and resources; performs complex and detailed analyses in such diverse areas as hydraulics, hydrology, current projected water supply and usage, water rates, and water quality.

6. Oversees and performs hydrological, geological and hydrogeological studies; analyzes and interprets precipitation, geological, ground and surface water data; forecasts groundwater supply and usage.

7. Coordinates and operates a special program, such as but not limited to artificial groundwater recharge, groundwater protection/well drilling and drainage fee reimbursements.

8. Establishes water quality monitoring programs in compliance with state and federal regulations; reviews proposed legislation and regulations to determine impact on Zone 7 operations and makes recommendation; participates in interagency studies and projects.

9. Oversees the development and maintenance of various databases, computer models and computer files; uses as variety of computer software or develops programs to solve specific engineering/geological problems.

10. Represents Zone 7 to contractors, consultants, utilities, groups, the public and other agencies; coordinates work with other agencies and County departments; applies and explains Zone 7 procedures and standards.

11. Prepares or oversees the preparation of a variety of engineering/geological and administrative reports, including computations, texts, graphical data presentations, drawings, conclusions and recommendations; prepares a variety of correspondence, records and reports.

12. May participate in emergency response functions on a rotating basis.

MINIMUM QUALIFICATIONS
Either I

Experience:

The equivalent of one year of full-time experience in the class of Assistant Engineer/Geologist, Zone 7.

Or II

Education:

Possession of a bachelor's degree from an accredited college or university in Civil Engineering, Geology or a closely related field. (Possession of a valid State of California Engineer-In-Training certificate may be substituted for the required degree.)

And

Experience:

The equivalent of three years of full-time, progressively responsible professional engineering/geological experience.

Certificate:

Possession of a valid California Certificate of Registration as a Professional Engineer issued by the California State Board of Registration for Civil and Professional Engineer, or a valid California Certificate of Registration as a Registered Geologist issued by the California State Board of Registered Geologists and Geophysicists.

License:

Possession of a valid California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

Knowledge of:

· Principles and practices of civil engineering as applied to a water agency, including design and construction, surveying and drafting, materials engineering and soil mechanics, environmental impact analysis and stress analysis.
· Principles of hydrology, hydraulics, hydrogeology and water resources management.
· Principles and practices of project management and contract administration, including planning, organizing, delegating, scheduling and controlling.
· Engineering mathematics, economics and statistical analysis.
· Construction methods, material, specifications and codes.
· Computer software applications related to engineering/geology.
· Applicable codes, regulations and standards relating to water resources, water quality and civil engineering.

Ability to:

· Effectively organize and coordinate complex engineering/geological projects, studies and contracted services.
· Prepare and oversee preparation of plans, designs, sketches, estimates and specifications.
· Apply engineering principles and computer programs to the solution of engineering/geological problems.
· Conduct engineering/geological studies, investigations and analyses.
· Analyze and interpret complex data and reports and reach sound conclusions and forecasts.
· Read, understand and interpret engineering/geological data, maps, survey notes, legal descriptions and other material.
· Prepare clear, concise and accurate reports and correspondence.
· Maintain accurate data and records.
· Deal tactfully and effectively with the public, other agencies, developers, engineering firms and contractors, and other employees.
· Lead assigned staff in completion of projects and tasks.

Other Requirements:

Must be willing and able to work in exposure to chemical, mechanical and electrical hazards and outdoors all weather conditions. May be required to respond to emergencies in off-hours.
