DESCRIPTION
|
Under general supervision, performs difficult professional control systems or electrical engineering work in the design, development, implementation, modification, installation, and maintenance of Zone 7’s Supervisory Control and Data Acquisition (SCADA) system and electrical or electronic systems in the area of water resources, flood control, water supply, and water treatment and distribution facilities.
DISTINGUISHING FEATURES This is a journey-level classification distinguished from the Senior Engineer, Zone 7, in that the latter class has first-line supervisory responsibility over professional and technical staff, while the former will be responsible for the SCADA projects and, within established administrative limits and time schedules, will plan, organize and/or execute the project with a minimum of supervision or will have responsibilities for program operations. |
EXAMPLES OF DUTIES

1. Develops design requirements including researching data, prepares plans, specifications and estimates for the purchase, installation, modification and testing instrumentation systems equipment at flood control, water supply or water treatment and distribution facilities and systems; recommends the purchase of appropriate equipment to meet Agency requirements. 2. Provides consultation on control system installations or troubleshooting; monitors and reviews the installation and testing of SCADA system. 3. Conducts site investigations including collecting and reviewing technical data, plans, drawings, specifications and estimates in connection with the construction, maintenance or operations of flood control, water supply or water treatment and distribution facilities and systems. 4. Prepares project documents including control system project justifications, budget analyses, preliminary cost estimates, project authorization forms and schedules; prepares, evaluates and approves contractor reports and supporting computations, charts, and sketches for control system engineering projects; prepares a variety of correspondence, reports and records. 5. Manages SCADA system and engineering projects; provides technical support during project design and implementation including permits, design changes, submittal review, requests for information from contractors, project change order claims, interpretation of project drawings and specifications, and contract documents; and performs inspections of contractor installations to ensure work is in accordance with project plans, specifications, and professional engineering standards and codes. 6. Conducts feasibility studies of supported software and hardware packages relating to SCADA control systems; designs new application software and modifies existing software; evaluates consultant products and prepares control strategies for new applications software and trains staff as required. 7. Confers with Agency employees, consultants, contractors and representatives of other agencies to obtain and provide technical information and troubleshoot control system engineering problems. 8. Develops, recommends and directs the utilization of computer programs for the analysis and solution of control system engineering problems; keeps abreast of new developments in information technology applications related to the Agency’s needs. 9. Administers and manages consultant contracts ensuring compliance with budget and schedules including drafting request for proposal, interviewing contractors, reviewing and evaluating proposals and recommending selection of contractors. 10. May participate in emergency response functions on a rotating basis. |
MINIMUM QUALIFICATIONS

Education:
Possession of a Bachelor’s degree from an accredited college or university in Electrical Engineering or a closely related field. (Possession of a valid State of California Engineer-In-Training certificate may be substituted for the required degree.) AND Experience: The equivalent of four years of full-time, progressively responsible control systems and\or electrical engineering experience. Certificate: Possession of a valid California Certificate of Registration as a Professional Control Systems Engineer or Professional Electrical Engineer issued by the California State Board of Registration. License: Possession of a valid California Driver’s License and a satisfactory driving record. Special Requirements: Must be willing and able to work in areas where there is exposure to potential chemical, mechanical and electrical hazards and outdoors in all weather conditions. May be required to respond to off-hour emergencies. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
