DESCRIPTION
|
Under general direction, performs difficult professional civil and technical engineering/ geological work related to water resources, flood control, water supply, and water treatment facilities and systems; supervises professional and technical staff; and performs related work as required.
DISTINGUISHING FEATURES
This is a working first-line supervisory class in the professional engineering/geologist series. Individuals in this class are usually project engineers/geologists or have major responsibilities for system operation and management involving the supervision of other engineering/geologist, technical, operations and management staff. Assignment may be in water resources, flood control, water supply or water quality or operations and maintenance. This class is distinguished from the Principal Engineer/Geologist, Zone 7, which is a section head responsible for a major engineering function. This class is distinguished from the Associate Engineer/Geologist, Zone 7 class, in that the Senior Engineer/Geologist has supervisorial responsibility over professional and technical staff and the Associate Engineer/Geologist, Zone 7, performs the more complex office and field engineering work.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Supervises, plans, organizes, assigns and reviews work of lower level professional, technical or operations and maintenance staff; participates in employee selection of contractors, monitoring progress, negotiating and issuing change orders and progress payments, and related matters.
- Plans, organizes, and reviews or performs the design and preparation of plans, drawings, specifications and estimates in connection with the construction, maintenance or operations of flood control, water supply, or water treatment and distribution facilities and systems; coordinates and participates in the total planning and design of assigned projects, including development and evaluation of alternatives and operational scenarios, rights of way, environmental requirements, permits, agreements, and preparation of final plans and specifications.
- Acts as project manager on engineering/geological projects; directs the work of lower level engineers/geologists and technicians; directs project inspections and monitors progress; coordinates project activities and mediates problems; prepares or coordinates various project reports and documents.
- Administers outside consultant contracts, including drafting of requests for proposals, interviewing contractors, evaluating proposals and recommending selection of contractors, monitoring progress, negotiating and issue change orders and progress payments, and related matters.
- Reviews drawings, plans and other work submitted by other engineers/geologists, developers, private parties, public agencies, and contractors for conformance with specifications and County and Zone 7 standards and regulations and for possible conflicts with other existing or proposed projects; determines and initiates necessary changes or improvements.
- Assists in section budget preparation, including projecting costs and monitoring and justifying expenditures.
- Conducts or coordinates the conduct of comprehensive field, plant and office engineering/geological, economic and environmental impact studies and investigations related to the research, planning, design, construction, operation and maintenance of flood control, water supply, and water treatment and distribution facilities and resources; performs complex and detailed analyses in such diverse areas as hydraulics, hydrology, current and projected water supply and usage, water rates, and water quality.
- Oversees and performs hydrological, geological and hydrogeological studies; analyzes and interprets precipitation, geological, ground and surface water data; forecasts groundwater supply and usage.
- Coordinates and operates a special program, such as but not limited to artificial groundwater recharge, groundwater protection/well drilling and drainage fee reimbursement.
- Establishes water quality monitoring programs in compliance with state and federal regulations; reviews proposed legislation and regulations to determine impact on Zone 7 operations, and makes recommendations; participates in interagency studies and projects.
- Develops and maintains various databases, computer models and computer files; uses a variety of computer software or develops programs to solve specific engineering/geological problems.
- Represents Zone 7 to contractors, consultants, utilities, groups, the public and other agencies; coordinates work with other agencies and County departments; applies and explains Zone 7 policies, procedures and standards.
- Prepares or oversees the preparation of a variety of engineering/geological and administrative reports, including computations, texts, graphical data presentations, drawings, conclusions and recommendations; prepares a variety of correspondence, records and reports.
- May participate in emergency response functions on a rotating basis.

MINIMUM QUALIFICATIONS
|
Either I
Experience:
The equivalent of two years’ full-time experience in the class of Associate Civil Engineer/Professional Geologist, Zone 7.
Or II
Education:
Possession of a bachelor’s degree from an accredited college or university in Civil Engineering, Geology or a closely related field.
And
Experience:
The equivalent of three years’ full-time progressively responsible professional engineering/geologist experience subsequent to Professional Registration that included the equivalent of two years of supervisory or administrative experience.
Other Requirements:
Must be willing and able to work in exposure to chemical, mechanical and electrical hazards, and outdoors in all weather conditions. May be required to respond to emergencies in off-hours.
Licenses:
Possession of a valid California Driver’s License and a valid California Certificate of Registration as a Professional Engineer OR a Professional Geologist issued by the California Board for Professional Engineers and Land Surveyors.

• Principles and practices of civil engineering as applied to a water agency, including design and construction, surveying and drafting, materials engineering and soil mechanics, environmental impact analysis and stress analysis.
• Principles of hydrology, hydraulics, hydrogeology and water resources management.
• Principles and practices of project management and contract administration, including planning, organizing, delegating, scheduling and controlling.
• Principles of supervision, including selection, training and performance evaluation.
