DESCRIPTION

Under general direction, plans, directs, coordinates, and performs professional-level duties associated with water resource planning, studies, and reports relating to current and long-range water resources, environmental and watershed planning, and flood protection; develops strategies, policies, and programs to enhance local and imported water resource opportunities, regional environmental and watershed resources and flood protection; independently performs very complex data compilations, resource planning, water demand forecasting, economic analysis or other such assignments; performs project management of highly specialized water resources and watershed programs and flood protection manages, reviews and evaluates the work of the water resources planning section with major program responsibilities related to water resources planning, watershed management and environmental permitting; and performs other related work as required.
DISTINGUISHING FEATURES
The single position classification of Principal Resources Planner, Zone 7, is located in the Zone 7 Flood Control and Water Conservation District and reports directly to the Water Resources Manager. Incumbents in this class will be responsible for supervising professional water resources planners and support staff performing water resources planning functions. This position will be assigned the most complex and technical policy development and planning assignments. The class of Principal Water Resources Planner, Zone 7, is distinguished from that of the next lower-level classification of Senior Water Resources Planner, Zone 7, in that the latter class is a first-line supervisory class having responsibility for day-to-day project(s) or program(s), while the former class has responsibility for managing the water resources planning section involving several programs.

EXAMPLES OF DUTIES
|

- Plans, organizes, manages, coordinates, supervises, and reviews the work of the water resources planning section; develops and implements goals, objectives, policies, procedures, and standards; develops recommendations for management review.
- Provides day-to-day leadership and works with others in ways that enhances a high-performance work environment and achieves the goals of the water resources section.
- Manages major projects and programs related to water resources, watersheds, flood protection, and environmental permitting; conceptualizes and recommends program objectives, priorities, strategies, and resource allocations.
- Directs and reviews the preparation of water demand projections, major planning programs, master plans, and budgets for capital programs and environmental assessment studies.
- Provides professional water resource and watershed planning review and consultation to Zone 7 management and Board of Directors on a variety of matters, which impact Zone 7 operations; prepares and presents reports and recommendations regarding section programs and activities to agency management, Board of Directors, outside agencies, and the public.
- Selects and trains staff and provides for their professional development; appraises employee performance; administers a variety of personnel actions.
- Recommends acceptance or rejection of bids for contracts; negotiates, administers, and monitors professional service and consultant contracts; administers change orders, investigates claims, and resolves problems or disputes; ensures that work meets standards and specifications.
- Coordinates the work of the water resources planning section with other engineering/geologist and administrative sections within Zone 7, and with outside agencies and organizations; represents Zone 7 in contacts with other water agencies, regulatory and planning agencies, governmental bodies, private organizations, consultants, developers, the public, and other groups.
- Prepares and administers section budget; researches, recommends, reviews, and approves expenditures.
- Prepares and/or supervises the preparation of a variety of water resource planning and administrative reports, correspondence, and records.
- Monitors new developments, legislation, regulations, resources, tools, and methods related to the work of the assigned section; recommends modifications to increase efficiency and effectiveness.
- Determines and implements approaches for environmental planning.
- Researches, evaluates, and applies for and develops grant applications.

MINIMUM QUALIFICATIONS
|
EITHER I
Experience:
The equivalent of two (2) years full-time experience in the class of Senior Water Resources Planner, Zone 7 in the Alameda County classified service.
OR II
Education:
Possession of a bachelor’s degree from an accredited college or university in urban or regional planning, economics, environmental studies, or a closely related field.
AND
Experience:
The equivalent of five (5) years full-time, progressively responsible professional water resource planning, one (1) year of which must have been of urban planning or working for a major utility department, and two (2) years of which must have been of supervisory or administrative experience.
License:
Possession of a valid California State Motor Vehicle Operator's license may be required.
NOTE: The Civil Service Commission may modify the Minimum Qualifications in the announcement of an examination.
