DESCRIPTION
|
Under the direction of the Assistant General Manager, to plan, organize, direct and review the activities and operations of Engineering Services, including design and construction of flood control, water transmission, storage, and distribution facilities and related technical support activities; to coordinate assigned activities with other sections and outside agencies; and performs other related work as required.
DISTINTUISHING FEATURES This position has responsibility for the quality, quantity and timeliness of all work in Engineering Services within Zone 7. The incumbent provides complex administrative support to the Assistant General Manager; exercises direct supervision over management, professional, technical and clerical personnel; analyzes and acts on major problems. The Manager of Engineering Services, Zone 7, is distinguished from the Assistant General Manager, Zone 7, in that the latter classification has overall responsibility for the Engineering Division, which includes Engineering Services, Water Resources, Flood Control, and Operations and Maintenance. The Manager of Engineering Services is distinguished from the Assistant General Manager, Engineering, Zone 7, in that the latter has responsibility for External Affairs and Advance Planning. The Manager of Engineering Services, Zone 7, is further distinguished from the Principal Engineer in that the former is responsible for the agency-wide Capital Improvement Program. |
EXAMPLES OF DUTIES

1. Develops, plans and implements goals and objectives for Engineering Services; recommends and administers policies and procedures; interprets management policies and procedures and ensures compliance. 2. Prepares agenda items and makes presentations to the Board of Directors and outside agencies. 3. Directs, assigns and develops Engineering Services’ work plan, activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures. 4. Directs and reviews preparation of operating and capital improvement budgets; directs the forecast of additional funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements budget adjustments and is responsible for expenditures of funds within approved limitations. 5. Recommends selection of, and coordinates the activities of, engineering consultants. 6. Directs, reviews, and responds to personnel matters in Engineering Services within approved limitations; implements discipline and recommends termination procedures. 7. Selects, trains or coordinates training, motivates personnel; works with employees to correct identified deficiencies. 8. Prepares and administers performance evaluations on subordinates. 9. Researches and prepares technical and administrative reports and studies; prepares written correspondence. |
MINIMUM QUALIFICATIONS

Either I Possession of a valid California Driver’s License and a valid California Certificate of Registration as a Professional Engineer OR a Professional Geologist issued by the California Board for Professional Engineers and Land Surveyors. |
