DESCRIPTION
Under general direction from the General Manager, plans, organizes, coordinates and directs major functional sections within Zone 7; implements and enforces policies as determined by the Board of Directors and General Manager; formulates goals, procedures and objectives with general administrative guidelines in support of Zone 7’s functional programs; may be assigned to act for the General Manager in his/her absence; and performs related duties as required.

DISTINGUISHING FEATURES

This is a single-position class responsible for overseeing management, policy development, program planning, fiscal accountability, administration and operation of functional sections. The incumbent exercises direct and indirect supervision over managerial, professional, technical, operations and support staff in accomplishing the goals and objectives of the assigned areas of responsibility. The incumbent is responsible for management and technical advice to the General Manager on all matters related to assigned functional areas. This class is distinguished from the General Manager class in that the latter has overall responsibility for Zone 7’s operational programs.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Provides leadership to subordinates in the development and implementation of strategies, programs, ordinances, policies and decisions.
2. Sets goals, identifies issues, and motivates staff to act on initiatives.
3. Oversees, reviews, and authorizes the work of a group of interrelated functional sections to ensure efficient and effective results.
4. Evaluates the performance of functional section managers in their assigned section/ divisions against defined performance plans, approved budgets and Zone 7 goals.
5. Confers with the General Manager to determine basic policies and operating procedures.
6. Advises the General Manager on related issues and programs.
7. Prepares and recommends long-range plans for Zone 7 services and programs.
8. Directs the preparation and administration of the annual budget for a group of assigned functional sections.
9. Directs the preparation of a wide variety of periodic and special technical reports as required by the General Manager.
10. May serve as Emergency Operations Director, planning and evaluating emergency response preparedness.
11. May be assigned to act for the General Manager and elected Board members with the public, governmental agencies, private contractors and consultants.
12. Performs other administrative and management functions as assigned.

MINIMUM QUALIFICATIONS
Either I
Experience:

The equivalent of five years’ full-time experience in the class of Principal Engineer, Zone 7.

Or II
Education:

Possession of a Bachelor’s degree from an accredited college or university in Engineering, Business Administration, Public Administration or a related field.

And
Experience

The equivalent of six years’ full-time, increasingly responsible managerial or administrative experience in a water agency, public utility or a related organization, which included four years in a supervisory capacity supervising professional and technical staff.

License:

Possession of a valid California Driver’s License.
