DESCRIPTION

Under the direction of the General Manager or Assistant General Manager, to plan, organize, direct and review the activities and operations of Water Resources/Watersheds, including planning and programs for watershed stewardship, flood control, water supply, groundwater, water transmission, storage, and distribution facilities and related technical support activities such as information technology program; to coordinate assigned activities with other sections and outside agencies; and performs other related work as required. 

DISTINGUISHING FEATURES

This position has responsibility for the quality, quantity, and timeliness of all work in Water Resources/Watersheds within Zone 7. The incumbent provides complex administrative support to the General Manager or Assistant General Manager; exercises direct supervision over management, professional, technical, and clerical personnel; analyzes and acts on major problems. The Water Resources Manager, Zone 7, is distinguished from the Principal Engineer/Geologist and the Groundwater Resources Manager, in that the former is responsible for the agency-wide planning and programs, whereas the latter are responsible for program management within their respective unit.


EXAMPLES OF DUTIES

NOTE:    The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.  

  1. Develops, plans, and implements goals and objectives for Water Resources/Watersheds; recommends and administers policies and procedures; interprets management policies and procedures and ensures compliance.  
  2. Prepares agenda items and makes presentations to the Board of Directors and outside agencies. 
  3. Directs, assigns, and develops Water Resources/Watersheds work plan, activities, projects and programs; monitors workflow; reviews and evaluates work products, methods and procedures. 
  4. Directs and reviews preparation of operating and capital improvement budgets; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements budget adjustments and is responsible for expenditures of funds within approved limitations.  
  5. Directs and reviews preparation of such long-term planning efforts as Urban Water Management Plans, Water Supply Master Plans, Capital Improvement Plans, Distribution System Master Plans, Groundwater Management Plans, Watershed Management Plans, Stream Management Master Plans and related programs, modeling, outreach, and coordination with outside agencies.  
  6. Directs, develops, and participates in studies and reports related to current and long-term water resources and environmental planning, water demand/supply forecasting, and environmental compliance, permitting, and mitigation.
  7. Recommends selection of, and coordinates the activities of, consultants providing professional services. 
  8. Directs, reviews, and responds to personnel matters in Integrated Planning and Programs within approved limitations; implements discipline and recommends termination procedures.
  9. Selects, trains or coordinates training, motivates personnel; works with employees to correct identified deficiencies.  
  10. Prepares and administers performance evaluations on subordinates.
  11. Researches and prepares technical and administrative reports and studies; prepares written correspondence.

MINIMUM QUALIFICATIONS

EITHER I  

Experience

The equivalent of two (2) years of full-time experience in the class of Principal Engineer/Geologist, Zone 7, Groundwater Resources Manager, Zone 7, or equivalent or higher-level class in the Alameda County classified service.                                                                                                                                                

OR II 

Education

Possession of a bachelor’s degree from an accredited college or university in Civil Engineering, Geology, Planning, Economics, Public Administrations, Environmental Science or a closely related field.                                                                        

AND 

Experience

The equivalent of five (5) years of full-time, senior management experience performing professional water resource planning functions, with at least two (2) years of supervisory experience.

License or Certificate:  

Possession of a valid California Driver’s License.

Special Requirements

Must be willing and able to work in areas where there is exposure to chemical, mechanical and electrical hazards, and outdoors in all weather conditions.  May be required to respond to off-hour emergencies.
