DESCRIPTION

Under general supervision, to assist in the development and implementation of the occupational health and safety programs; assists in field inspections and reports on hazardous working conditions and unsafe practices; and other related duties as required.
DISTINGUISHING FEATURES The Emergency and Safety Technician is a single position class performing sub-journey level work for emergency and safety practices. Incumbents in this class perform technical and administrative work related to a variety of emergency and safety practices in support of professional staff. This class is distinguished from the Emergency and Safety Supervisor in that the latter has overall supervisorial responsibility of the Emergency and Safety Program for the Agency. |
EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Assists with the development and implementation of CPR and First Aid Training. 2. Updates the Emergency Operations Plan using word-processing and graphics software. 3. Assists in Hazardous Materials Training Programs; updates Material Safety Data Sheets (MSDA). 4. Requisitions safety-related materials, tools and equipment. 5. Assists in scheduled and random and special purpose safety inspections for compliance with safety rules and regulations. 6. Assists in ongoing development of the emergency program, including preparedness and response planning. 7. Assists with the development of policies and procedures for implementation of specific safety-related programs. 8. Assures compliance with Federal and CAL OSHA standards, by monitoring safety laws, codes and regulations. 9. Prepares complete and accurate memoranda, correspondence and records. |
MINIMUM QUALIFICATIONS

Either I
Education: The equivalent of a two-year degree (90 quarter units or 45 semester units) from an accredited college or university with major course work in industrial safety, occupational health, or a related field, or a certificate of completion from a technical school with major course work in industrial safety, occupational health, or a related curriculum. Or II Experience: The equivalent of two years’ experience in industrial safety and accident prevention work, which included safety training. Experience in a water utility operations is preferred. License and Certificate: Possession and maintenance of a valid California Drivers’ License. Valid American Red Cross Community CPR Certificate. Valid California Department of Health Services Grade 3-Water Treatment Operation certification is desirable. Special Requirement: Must be clean shaven in order to wear respirator protection or other safety equipment to comply with OSHA Rules and Regulations. Other Requirement: Must have a First Aid Instructor’s Certificate or obtain it within six months of appointment. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Knowledge of: • Industrial safety and accident prevention principles and practices. • The applicable feature of the California Occupational Safety and Health Act, Red Cross First Aid. • Principles and practices and maintenance of Water Treatment Operations and Flood Control. Ability to: • Identify hazardous operations and unsafe conditions and recommend remedial measures. • Conduct investigations of accidents and occupational hazards. • Prepare effective and accurate correspondence and reports. • Speak effectively before groups of employees. • Train others in safe work practices and first aid techniques. • Work under deadlines and coordinating several concurrent assignments. • Maintain effective working relationship with managers, supervisor, and employees. |
