DESCRIPTION
|
Under general direction, to supervise the production and delivery of treated and untreated water in a manner which optimizes water quality, and the maintenance of water facilities and systems in Zone 7 of the Alameda County Flood Control and Water Conservation District.
DISTINGUISHING FEATURES The Assistant Water Systems Superintendent is directly responsible for implementation of source water quality controls, treatment plant, well field, and distribution systems optimization through the management of process controls, treatment and distribution facilities and designated water systems operations personnel. This position consults with the Water Systems Superintendent and appropriate regulatory agency staff as necessary in administrative and operational matters. This class is distinguished from the Water Systems Superintendent in that it does not have full responsibility for all phases of the operation and maintenance of the entire water supply system. |
EXAMPLES OF DUTIES

1. Works with regulatory agencies to assure all contamination source activities are identified and controlled to the maximum extent of federal, state and local regulations. 2. Reviews and comments on water quality documents prepared by, or for, federal, state, county and other local agencies. 3. Identifies water source characteristics and develops treatment procedures and process controls to optimize the quality of treated water being delivered. 4. Develops and maintains a comprehensive program for a continuous performance review of treatment plant, well field and distribution system operations and processes. 5. Supervises operations and maintenance of water systems facilities in a manner, which will achieve the highest possible water quality and continue to meet or exceed all applicable federal, state and local standards and regulations. 6. Conducts reviews and evaluations of designated personnel and makes recommendations on related matters, programs and policies that affect water systems operations. 7. Reviews and evaluates all relevant documentation and reports maintained for water systems operations and maintenance, and for regulatory agencies to ensure operations optimization and regulatory compliance. 8. Prepares and maintains up-to-date basic library system on regulatory issues which will provide quick reference for existing and proposed federal and state drinking water standards and regulations. 9. Maintains a comprehensive staff evaluation program and assists in interviews and selection of applicants for employment. 10. Researches alternative disinfectants, coagulants, plant processes, and equipment and recommends or implements appropriate changes to improve water quality and treatment processes. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of one-year full-time experience in the class of Water Facilities Supervisor, Zone 7. Or II The equivalent of three years’ full-time experience as a supervisor in water treatment or distribution systems. (Possession of a bachelor’s degree in a relevant field from an accredited college or university may be substituted for the equivalent of two years of the required experience.) Certificate: A person appointed to this class must obtain a Grade V Water Treatment Plant Operator's certificate within 36 months from date of appointment. License: Possession of a valid California Driver’s License. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Knowledge of: · Administration of water treatment and supply facilities, including personnel supervision. · Federal, State and local public health regulations and applicable standards for drinking water quality, testing, treatment and distribution system equipment. · The methods and techniques of water treatment plan operations, process control and maintenance. · Types of equipment and the maintenance and operation of the equipment used in the production and delivery of water. · Contemporary water treatment processes and performance assessment and evaluation techniques used in water production and delivery facilities. Ability to: · Develop, evaluate and implement water treatment water quality process controls. Supervise and evaluate personnel. · Maintain and repair water treatment and distribution system equipment. · Develop and maintain record and data collection systems. · Prepare written or oral reports and make public presentations. · Read, interpret and evaluate meters and other devices which measure treatment plant or distribution system operation. · Read, understand and apply information contained in charts, sketches and other engineering drawings. · Perform work requiring sustained climbing, standing, lifting and walking. · Demonstrate a high degree of mechanical aptitude. · Conduct and interpret results of laboratory tests of water. · Wear self-contained breathing apparatus and work in confined spaces. |
