DESCRIPTION
|
Under general direction, plans, organizes and manages the operation of Zone 7's water treatment plants, well field and associated distribution system facilities; coordinates division activities with other Zone 7 divisions, and performs related duties as required.
DISTINGUISHING FEATURES This class has full management authority and responsibility for the overall operations of the water supply system. The incumbent works closely with other management staff, regulatory agencies, and other water agencies and organizations, to ensure a continuous supply of high quality water. |
EXAMPLES OF DUTIES

1. Develops, recommends and implements division goals and objectives; establishes performance standards and methods; develops and implements policies and procedures. 2. Plans, assigns, manages and reviews the work of subordinate supervisors and staff engaged in the operation of water treatment and distribution facilities; schedules and assigns personnel to ensure effective use of available resources. 3. Evaluates operations, safety and water quality issues and problems; researches current developments in the field of water treatment and distribution; recommends and manages implementation of improvements and modifications for greater efficiency, effectiveness and regulatory compliance. 4. Oversees operator training program, coordinates water system operations and improvements with other Zone 7 divisions, regulatory agencies, water customers, contractors, and other organizations, to ensure safe, efficient and continuous operations, in compliance with water quality requirements, and adherence to policies and regulations. 5. Prepares and administers operations budget; submits justifications for staff, equipment, supplies and materials; monitors and controls expenditures; prepares cost estimates and analyses. 6. Participates in and coordinates staff selection, training, performance appraisal, counseling and disciplinary actions, and other personnel matters. 7. Prepares a variety of periodic and special technical and administrative reports, correspondence and documentation; performs or directs records maintenance; gather and report data for special studies. 8. Conducts and/or participates in a variety of internal and external meetings. 9. Responds to contacts with the public, answering questions and addressing concerns; coordinates and conducts plant and facilities tours. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of four years' full-time experience in the class of Water Facilities Supervisor, Zone 7. Or II The equivalent of four years full-time supervisory experience in water treatment or distribution systems. Certificate: Possession of a valid Grade 5 Treatment (T-5) certification issued by the State of California Department of Public Health. Possession of a valid Grade 4 Distribution (D-4) Certificate issued by the California Department of Health within 2 years of appointment to the class of Water Systems Manager. License: Possession of a valid California Driver's License. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
KNOWLEDGE AND SKILLS

Knowledge of:
• Principles and practices of management and administration, including planning, scheduling, supervision, training, and budget preparation and control. • Water treatment and distribution principles, practices, methods, equipment, and maintenance requirements. • Applicable laws, regulations, codes and policies. • Operation of water treatment plant and distribution system equipment and facilities. • Principles and practices associated with the operation of water treatment, transmission, SCADA and distribution systems; the review of facility designs, plans and specifications for operational soundness; and capital construction project management. • Mechanical, electrical and hydraulic principles. • Safety rules, regulations and work practices, particularly in reference to hazardous chemicals. Ability to: • Plan, assign, supervise, review, train and evaluate the work of subordinate supervisors and staff. • Direct the training and evaluation of staff. • Manage budget, personnel and related administrative matters. • Direct treatment plant and distribution systems operations activities. • Develop, implement, interpret and ensure compliance with policies and procedures. • Analyze operational problems, exercise sound judgment, and develop and implement effective solutions. • Read, interpret and apply data and technical information. • Prepare clear and complete records, reports and correspondence. • Establish and maintain effective working relationships with those contracted in the course of work. • Advise, counsel and promote performance of employees to enable the department to accomplish its goals, and allow individuals to grow and plan for the future of the agency. Other Requirements: Requires willingness and ability to: • Work outdoors in a variety of weather conditions. • Respond to evening, weekend and holiday calls for assistance. • Work with and around hazardous chemicals. • Wear respiratory protection equipment. Requires sufficient physical strength and agility to inspect equipment operation and maintenance, and to respond to emergency situations. |
