DESCRIPTION

Under direction, plans, implements and maintains the Water District's construction inspection program and, in emergency conditions, may assume supervision of contractors assigned in the management of operations or repairs; coordinates industrial safety, occupational health, hazardous materials and related programs; and performs other assigned duties as required.
DISTINGUISHING FEATURES This single position class is located in the Engineering Section of the Zone 7 The class of Construction Inspector is distinguished from the position of Principal Engineer in that the former class advises and makes recommendations to the Principal Engineer or Senior Engineer relating to the construction inspection program to confirm specific personnel and equipment necessary, either from the Water District, contractors or other agencies contract specifications; whereas the latter position has the overall authority for overseeing and coordinating personnel for construction projects or program responsibilities. |
EXAMPLES OF DUTIES

1. Develops, or oversees development of, and implements the Agency's construction inspection program, including planning, and coordination with other agencies, consultants, contractors and agency staff. 2. Develops, schedules, coordinates internally and with other agencies, consultants, contractors for construction inspection. 3. As assigned in emergencies, assumes incident command in emergency response situations, including management of Agency and contract employees and/or supervisors engaged in repair, operations, flood control, and other emergency response activities. 4. Develops policies, procedures, manuals and training for the implementation of assigned programs. 5. Performs a variety of analytical tasks related to program areas such as: performing constructability and as-build drawing review developing corrective actions; review of current or pending legislation, evaluating Agency compliance, and developing program modifications to ensure compliance. 6. Identifies and conducts or coordinates employee training needed within areas of responsibility. 7. Plans, coordinates and performs scheduled, random and special purpose inspection of all Agency facilities, well program field activities and equipment. 8. Investigates, or coordinates investigations of construction inspections for compliance with plans and specifications. 9. Provides expert guidance, assistance and advice to Agency management and staff within assigned program areas, including advising operating and maintenance functions on resources, operations recommending equipment, process or procedure improvements, constructability reviews and as-built drawing updates. 10. Attends, conducts, participates in, and/or serves as staff to a variety of internal and external meetings and committees to coordinate construction planning, provide information, develop and coordinate construction inspection policies and procedures, and other matters within program areas. 11. Prepares reports and correspondence, including required periodic and special regulatory reporting; maintains a variety of records; prepares constructability reviews and as-built drawing. 12. May oversee major construction or maintenance activities as needed. |
MINIMUM QUALIFICATIONS

Experience:
The equivalent of three years' full-time experience in water plant operation, water utility construction inspector or water maintenance construction. Special Requirements: • Possession of a valid Grade IV Water Plant Operator's license issued by the State of California. • Possession of a valid Class C Motor Vehicle license issued by the State of California. • Possession of a valid American Red Cross Community CPR and First Aid Instructor's Certificate is considered desirable. • College-level course work in occupational health and safety or engineering is considered desirable. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
KNOWLEDGE AND SKILLS

Knowledge of: • Principles and practices of water treatment and flood control operations, and facility/ equipment construction, inspection and maintenance. • Principles and practices of emergency preparedness planning. • Applicable laws, codes and regulations, including CCR Title 8 (Construction Safety orders) and Title 21-22 (hazardous materials). • Principles and practices of supervision, including planning and organizing work, assigning and reviewing work, and planning required tools and materials. • Principles and practices of training. • Record keeping and reporting requirements of pertinent regulatory agencies. Ability to: • Supervise emergency repair of water treatment and flood control operations and maintenance activities within program compliance responsibilities. • Conduct program compliance investigations of hazardous work conditions or practices, occupational injuries and illnesses, and perform root-cause analysis of incidents. • Prepare effective reports, correspondence, records, as built drawings and other written materials. • Plan, conduct and/or coordinate employee training. • Establish and maintain effective working relationships with others. |
