DESCRIPTION
|
Under direction to plan, organize, staff, direct and manage through subordinate managers, the functions and programs of operations, maintenance, instrumentation of a water plant; and perform other related duties as required.
DISTINGUISHING FEATURES This is a single position management classification, reporting to the Assistant General Manager, with overall responsibility for directly managing through subordinate supervisors various sections and functions of a water plant, which includes operations, maintenance, and instrumentation. |
EXAMPLES OF DUTIES

1. Provides strategic direction and leadership to ensure integration of operations and maintenance programs that support Agency capital assets such as water treatment plants, pumping plants, and facilities within the water production and delivery system. 2. Initiates and directs the implementation of organizational and work process activities and improvements to ensure that operational decisions regarding storage, treatment, and distribution of drinking water meet customer service goals, and regulatory requirements. 3. Directs the implementation of maintenance approaches to provide for effective predictive and preventive maintenance of Agency water system capital assets and the development and enhancement of work order and maintenance management information systems. 4. Initiates and coordinates efforts and participates in strategic planning to ensure that capital projects have minimal disruption to the operations of the water system. 5. Establishes programs and priorities to meet department goals. 6. Participates in the selection of staff; conducts performance evaluations; recommends discipline; implements discipline and procedures as directed, reviews evaluations and disciplinary actions prepared by subordinate supervisors; performs administrative duties including budget formulation, employee selection, performance evaluations, and various technical report preparation. 7. Oversees operator-training program. 8. Represents the Agency at meetings, seminars and conferences. 9. Makes presentations to the community, Board of Directors and Executive Staff. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of three years full-time experience as an Assistant Water Systems Superintendent or higher level class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or II The equivalent of five years of full-time increasingly responsible professional experience in the utility service field. Three of these years should have been at the supervisory level, providing significant management experience in the operations, maintenance and/or engineering support of a water treatment, production, or distribution system. (Possession of a bachelor’s degree in relevant field from an accredited college or university may be substituted for two years of the required experience.) License: Possess and maintain a valid California Driver’s License. Certificate: Possession a valid Grade V Water Treatment Operator Certificate issued by the California Department of Health Services. Other requirements: Requires sufficient physical strength and agility to inspect equipment operation and maintenance, and to respond to emergency situations, must be clean-shaven. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination |

Knowledge of: · Principles and practices of management and administration, including planning, scheduling and supervision. · Construction, operation and maintenance of facilities and equipment common to a public water production and distribution system. · Federal, State, and local public health regulations and applicable standards for drinking water, quality, testing, treatment and distribution system equipment. · Principles and practices associated with the operation and maintenance of water treatment, transmission, SCADA and distribution systems; the review of facility designs, plans and specifications for operational soundness; and capital construction project management. Ability to: · Supervise the safe and efficient use of personnel and equipment and in the inspection of various construction or repair jobs for proper workmanship. · Plan, schedule and coordinate the work of subordinates; estimate job costs and follow written specifications or drawings; prepare and control budgets; maintain records and prepare reports. · Maintain effective working relationships with employees, contractors and the general public. · Develop, evaluate and implement water treatment water quality process controls. · Read, interpret and evaluate meters and other devices which measure treatment plant conditions. |
