DESCRIPTION

Under general direction, plans, organizes, coordinates and directs maintenance and construction activities for Zone 7's water production, treatment, distribution facilities, and flood control areas; and performs related work as assigned.

 

DISTINGUISHING FEATURES 

The incumbents in this classification are responsible for organizing and supervising maintenance, construction and flood control activities, and for planning and coordinating with other agency departments to ensure effective utilization of resources.  Incumbents oversee and/or perform all functions of project management, including design, purchasing and contract administration, direction of staff, and inspection of completed work.  

This is a first-line supervisory classification and is distinguished from the Production Manager, which is a division head classification with overall management authority and responsibility for the operations and maintenance of water treatment, distribution systems and flood control areas for the Agency.


EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  1. Plan, organize, designs, and manages maintenance and construction projects; oversees the maintenance and upkeep of Agency water system facilities and flood control areas.
  2. Determines and coordinates staffing (including contractors, as needed), procurement and equipment/material resources needed for project completion.
  3. Coordinates maintenance and construction activities with other Agency divisions to minimize operating system disruptions and maximize project resources.
  4. Supervises and directs the work of staff and other project service providers; determines work methods; assigns work; evaluates performance; regularly monitors performance and provides coaching for performance improvement and development; takes disciplinary action, up to and including termination, to address performance deficiencies, and provides technical assistance to ensure cost-effectiveness.
  5. Interprets the Production Manager, General Manager and Board of Director instructions and requests; interprets and applies Agency ordinances, policies, and applicable laws and regulations to ensure compliance within assigned areas of accountability.
  6. Coordinates with other agencies regarding construction permits, impact on other utilities, and related issues.
  7. Inspects work for completeness and compliance with plans, specifications, and safety requirements; monitors and approves payments to contractors.
  8. Inspects existing flood control facilities, pavements, and drainage of Agency maintained areas for functional adequacy and public safety.
  9. Investigates reported complaints from the public and/or other agencies on related issues; reports findings, makes corrective recommendations, and follows up with the responsible party.
  10. Maintains accurate records and prepares reports and recommendations on maintenance and construction projects.
  11. Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Experience:  

The equivalent of seven (7) years of experience in the construction, operation and/or maintenance of water systems or flood control planning, two (2) years of which involved planning, organizing and supervising construction, maintenance and/or flood control projects.  

License:  

Possession of a valid California driver's license required.  

Possession of a Grade III or higher Water Treatment Plant Operator Certificate is desirable.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

  • Principles, practices, methods and equipment related to construction and maintenance of water systems facilities and equipment, and flood control planning.
  • Principles and practices of supervision, including planning, organizing, assigning and reviewing work.
  • State, county and district regulations pertaining to construction and maintenance of water systems, including building, plumbing, mechanical and electrical codes.
  • Safety precautions pertaining to the work.    

Ability to:

  • Interpret and apply various rules, regulations, policies and procedures as it relates to the work.
  • Plan, schedule, assign and evaluate work; train and develop staff.
  • Prepare accurate plans, specifications, cost estimates and reports.
  • Determine material, equipment, and staffing needs for construction, maintenance and flood control projects.
  • Coordinate the work of multiple crews to achieve maximum performance within time and cost constraints.
  • Maintain accurate records and prepare written reports and correspondences.
  • Establish and maintain effective working relationships with those contacted in the course of work.
