DESCRIPTION

Under general direction, to provide project management, liaison, and contract administration for the coordination, design, and implementation of technology programs and systems; analyze business system needs, research and provide recommendations to meet those needs; manages the implementation of automated solutions, prepare instructional materials, and perform related duties as required.  

Distinguishing Features  

This classification is located in the Zone 7 Water Agency and will report to the Assistant General Manager – Finance, Zone 7.  This position will work with internal and external stakeholders to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the Agency’s business and assist with the development and implementation of Information Technology (IT) policies, procedures, and best practices. The Technology Project Coordinator will work independently in managing multiple technology projects and contracts and meeting established deadlines.


EXAMPLES OF DUTIES

NOTE:  The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  1. Consults with department managers to discuss and define business application programming solutions. Defines the scope of system problems and the goals and needs of automated systems; determines methodology to solve application problems.  
  2. Serves as a primary Agency liaison with external IT vendors, and coordinates the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, hardware, software, phones, audio visual equipment, and peripherals.
  3. Negotiates and administers vendor, outsourcer, and consultant contracts and service agreements.  
  4. Prepares studies to improve the Agency’s functions and/or procedures; identifies potential solutions and reports on the advisability of each, including feasibility, equipment requirements, personnel requirements, cost/ benefit effectiveness, time requirements, and makes a recommendation on which solution should be used.  Prepares and presents reports to executive management.
  5. Analyzes and redesigns existing systems (including redesigning data flow, file structure, program processes and report layouts) to address changes in systems requirements and equipment configurations.  
  6. Develops and implements all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision.
  7. Keeps current with the latest technologies.
  8. Coordinates asset management for IT and phone hardware, software, and equipment.  
  9. May coordinate cyber security audits and programs.  
  10. Establishes and maintain regular written and in-person communications with the organization’s executives, department heads, and end users regarding pertinent IT activities.

MINIMUM QUALIFICATIONS

Experience:  

The equivalent of four (4) years full-time, progressively responsible project coordination or management experience in the area of Information Technology, or a closely related field.  

Substitution:  

Possession of a bachelor’s degree from an accredited college or university with a major in Computer Science, Information Technology, Management, Business Administration, or a closely related field may substitute for two (2) years of the required experience.  

Certification:

Possession of a Project Management Professional (PMP) certificate is highly desirable.
