DESCRIPTION
Under general direction, to assist in the determination and implementation of the Zone 7 Water Agency’s (Agency) network and determine strategic network architecture in the planning, design, implementation, and maintenance of network systems and servers; and perform related duties as required.

DISTINGUISHING FEATURES

This classification is located in the Agency and will report to the Assistant General Manager – Finance, Zone 7.  This position is responsible for ensuring the reliability, security, and optimal performance of the Agency’s network systems and servers, as well as providing expert-level support for network-related issues.  This position will work with internal and external stakeholders to identify, recommend, develop, implement, and support cutting-edge solutions, and develop and implement information technology (IT) related policies, procedures, and best practices.
 

EXAMPLES OF DUTIES
NOTE: The following are duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Performs complex network and systems engineering duties in the design, test and support of firewall routers, network architecture and strategy, logical network design, and network server capacity management.
  2. Designs, implements, and manages long-range strategic planning of local and wide area networks (LAN/WAN) for the Agency.  Participates in the development of policies and procedures; recommends programs, projects, and work assignments to associated team members for current and future network requirements.
  3. Ensures network reliability, availability, security by selecting, implementing and establishing procedures for the use of proactive network, systems and applications management software.
  4. Configures and manages network devices, including routers, switches, firewalls, and load balancers.
  5. Serves as the lead of other IT team members to integrate network solutions with existing systems and applications.
  6. Oversees the design, establishment, and maintenance of appropriate security levels for all hardware and software on the system.
  7.  Researches, evaluates and makes recommendations on new software and hardware technologies such as access, security, protocol analysis tools, and network management software; assesses network capacity and performance, and makes recommendations for upgrades or enhancements to support business processes.
  8. Oversees vendor activities and serves as the vendor liaison on assigned projects requiring the involvement of network certified staff.
  9. Implements and manages network security measures, including firewalls, virtual private networks (VPNs), and intrusion detection/prevention systems and conduct regular security audits and vulnerability assessments.


MINIMUM QUALIFICATIONS
Experience:

The equivalent of seven (7) years of full-time, progressively responsible experience in network systems analysis, network systems administration, and network systems management.

Substitution:

Possession of a bachelor’s degree from an accredited college or university with a major in Computer Science, Information Technology, or a closely related field may substitute for two (2) years of the required experience. 

Certificate:

Professional Certification as a Cisco Certified Network Associate (CCNA), Certified Sonic Wall Security Professional (CSSP), or Microsoft Certified Systems Engineer (MCSE). Possession of a Project Management Professional (PMP) certificate is highly desirable.

License:

Possession of a valid California Driver’s License.

KNOWLEDGE AND SKILLS

  • Design and install large bandwidth solutions in a reliable, manageable and standard vendor supported configuration at the lowest possible cost.
  • Develop and write Requests for Proposals (RFP’s) and Requests for Quotations (RFQ’s).
  • Communicate effectively, orally and in writing, with employees, data processing staff, user department management, and various vendors.
  • Create and update detailed network documentation, including diagrams, configurations, and standard operating procedures.
  • Manage staff and multiple concurrent projects effectively.
  • Be flexible and adaptable to continually changing demands or situations.
  • Analyze and define user problems and requirements and develop efficient, cost-effective computer applications solutions.
  • Conduct information systems and procedures analysis and feasibility studies.
  • Analyze complex problems, evaluate alternatives and make sound recommendations.
  • Prepare clear, concise and accurate program documentation, and user procedures.
  • Use standard office and computer equipment to prepare reports of work performed and other written materials.
  • Build effective work teams.
  • Troubleshoot hardware and software problems and make or recommend modifications.
  • Make sound independent decisions within established guidelines.
  • Establish and maintain effective working relationships with computer system users, vendors, employees and others encountered in the course of work.
  • Operate a variety of computer hardware and peripheral equipment and related operating systems and software used within the Agency.
