DESCRIPTION
|
Under general direction, plans, organizes, develops, implements, coordinates, and administers Zone 7 Water Agency’s environmental, health and safety, and emergency management program, which includes safety training, investigations, and assuring compliance with applicable state and federal health and safety regulations. This position will exercise judgment and initiative; maintains written procedures, reports, and compliance programs and makes recommendations as needed; on the coordination safety-training programs and Agency’s emergency management plan, and perform other duties as assigned.
DISTINGUISHING FEATURES
The Environmental Health And Safety Program Manager, Zone 7 classification is a single position located in the Maintenance Division within the Zone 7 Water Agency and reports to the Maintenance Manager, Zone 7. This employee will be responsible for performing administrative environmental, health and safety, and emergency response duties in support of the Agency’s program and functions and providing first-line supervision to assigned safety staff. This position serves as an active and visible proponent of safety and emergency preparedness, fostering an Agency-wide safety culture that values and respects all contributions while ensuring the Agency’s compliance with all applicable health and safety regulations.
This classification is distinguished from the lower level classification of Safety Technician II, Zone 7 in that the former is responsible for managing the entire Agency’s safety program with multi-disciplinary oversight and first-line supervision responsibilities over assigned staff.

EXAMPLES OF DUTIES
|
NOTE: The following are duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each employee in the classification does not necessarily perform all duties listed.
- Provides day-to-day leadership and supervision to assigned safety staff; assign and review work, and evaluate performance of assigned staff.
- Plans, develops, and executes the Agency’s environmental health and safety programs and policies to prevent injury, occupational illness, and damage to Agency property, including industrial safety, occupational health and safety, fire protection, traffic safety, hazardous materials, and environmental hazard abatement, to ensure compliance with Agency’s safety requirements and federal and state laws and regulations for employee occupational health and safety.
- Interprets and implements health and safety regulations from Cal/OSHA; represents the Agency in inspections and hearings conducted by Cal/OSHA and other regulatory agencies.
- Develops, implements, and assesses employee health and occupational safety training programs, informs employees of training and educational opportunities, maintains records and database of employee training, including: Respiratory Protection Program, Hearing Conservation, Ergonomics, Fall Protection, Personal Protective Equipment, Chemical Hygiene, Hazardous Waste Management, Blood-borne Pathogens, Fall Protection, Lockout/Tag-Out, Confined Space, Emergency Action Plan and Injury & Illness Program; maintains accurate records of training events, medical review and employee testing results.
- Prepares and recommends Agency-wide safety and health directives; maintains Agency’s IIPP, including preparation and distribution of appropriate updates, serves as support staff for the Agency's Safety Committee.
- Leads, manages, evaluates, and administers the Agency-wide safety, accident prevention, reporting, investigation, and analysis programs to ensure staff and contractor compliance with relevant regulations.
- Administers a hazardous materials and waste management program, including waste minimization procedures; reviews chemicals used by the Agency and maintains required material safety data sheets for reference and use by supervisors and employees; serves as the Agency’s Hazardous Materials Team Leader and responds to emergencies as the on-site Incident Commander.
- Plans, develops, and maintains the Agency’s emergency preparedness, including conducting drills, developing and conducting tabletop exercises, and updating, amending, and implementing the Agency's Emergency Operations Plan and disaster preparedness.
- Monitors compliance with emergency plans and procedures for natural (e.g., fires, earthquakes, floods), wartime, or technological (e.g., aviation disasters, hazardous materials handling/spills) incidents, disasters, hostage situations, work-stoppage, and other emergency management related issues.
- Plans and implements risk and resilience assessments and reporting to maintain compliance with state and federal requirements.
- Prepares and administers a budget for areas of assigned responsibility; forecasts staffing, equipment, supplies, or training needs relative to emergency preparedness, business continuity planning, and workplace health and safety; assembles background information, estimates costs, and provides justification based upon recent trends and planned activities; monitors expenditures after budget adoption; and approves requisitions for purchase of materials or supplies.
- Manages contracts related to environmental, health and safety, and emergency preparedness. Performs complex network and systems engineering duties in the design, testing, and support of firewall routers, network architecture and strategy, logical network design, and network server capacity management.
- Perform other duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS
|
Education:
Possession of an Associate Science degree from an accredited college or university in occupational safety and health or a closely related field.
AND
Experience:
The equivalent of four (4) years of full-time, professional experience performing technical duties within safety, occupational health, environmental health, industrial hygiene, or hazardous materials programs, with at least two (2) years in a supervisory role in that capacity.
Certificates:
- Possession of a valid CPR Certification
- Possession of a valid First Aid Certification
- Possession of a valid Confined Space Entry Training
- Possession of a valid HAZWOP
License:
Possession of a valid California Driver’s License.
Special Requirement:
Must be able to use a respirator.
Within 12 months of appointment, the employee must obtain:
- First Aid Instructor’s Certificate
- Completion of IS-100, 200, 700, & 800
- An Emergency Management Certificate Program offered by the California Governor’s Office of Emergency Services (Cal OES) or from an equivalent recognized organization, or a Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) issued by the International Association of Emergency Managers (IAEM), or from an equivalent recognized organization.
Failure to obtain the above-listed certificates within one (1) year of hire date will be grounds for release from employment.
