DESCRIPTION
Under administrative direction, to plan, organize, direct, and evaluate the assigned divisions and operations of the Office of Homeless Care and Coordination (“OHCC”); to provide leadership and direction to departmental managers and staff to ensure management responsibility to population served; to supervise and provide direction to subordinate personnel; to provide overall support to the program and to the Director; and to perform related duties as required.

DISTINGUISHING FEATURES

This classification is located in the Health Care Services Agency, Office of the Agency Director and reports to the Director, Office of Homeless Care and Coordination. Incumbents in this classification are responsible for providing direct administrative support in assigned areas of organizational policy, program development, and program operationalization and implementation. These positions are distinguished from the Director, Office of Homeless Care and Coordination, in that the latter is responsible for the overall implementation and operations of the Office of Homeless Care and Coordination. 

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Supervises and directs, often through subordinate supervisors, the management of the Office of Homeless Care and Coordination, ensuring effective coordination and communication within the backbone team and guiding the successful implementation of programmatic and policy operations.
  2. Oversees and coordinates OHCC operations and maintains a broad overview of complex interlocking program components spanning multiple large systems; ensures that deliverables are clearly communicated to responsible participants throughout the many systems used across Alameda County.
  3. Responsible for developing and supporting respective committees focused on OHCC program or administration areas such as Housing Services, Health Care for the Homeless, CalAIM, Youth Programs, Coordinated Entry, Contracts and Compliance, Policy and Planning, and similar initiatives.
  4. Monitors programmatic or administrative requirements to maximize drawdown of federal and state funds. Oversee contracts and service agreements, ensuring that deliverables are regularly monitored and risks of non-achievement are managed and communicated. Ensure readiness for future financial and programmatic audits.
  5. Supports strong relationships and strategic communication within OHCC, across HCSA, and with external systems and organizations.
  6. Provides accurate and comprehensive reports to local, state, and federal authorities to draw down funds.
  7. Represents the County in discussions with local, state, and federal authorities regarding interpretation of regulations and program guidelines. Ensure program is in compliance with Federal and State regulations.
  8. Provides direction related to program fiscal management, ensuring complex funding flows, budgets, and financial reporting are managed effectively and accurately.
  9. Oversees Policy and Program development initiatives, including strategic planning and organizational development.
  10. Oversees data and performance needs and delivery.
  11. Ensures advance planning for sustainability of OHCC services and infrastructure, including leading negotiations with major institutional partners.
  12. Prepares reports to the Board and other critical decision-makers.
  13. May act on behalf of the Director, OHCC in his/her absence.
  14. Performs other duties as assigned. 

MINIMUM QUALIFICATIONS
Education:

Possession of a bachelor’s degree from an accredited college or university in social welfare, public health, public administration, public policy, health care administration, social science or a closely related field.

AND
Experience

The equivalent of four (4) years of full-time professional experience supervising a complex administrative or operational work program(s) through subordinate staff in a public or nonprofit sector organization, which included program and policy planning, development and evaluation, and fiscal or personnel management. One (1) year of this work experience must have been in the administration of a homelessness program, service, or function.

Substitution

Possession of a master’s degree from an accredited college or university in social welfare, public health, public administration, public policy, health care administration, social science or a closely related field may substitute for two (2) years of the required experience listed above.

License

Possession of a valid California Driver’s License.
