DESCRIPTION

Provides overall administrative direction, planning and organization of the programs and operations of the Public Health Services Department of the Health Care Services Agency, a complex and major division of the Health Care Services Agency; develops and directs the delivery of State mandated personal health programs and other community services; monitors and evaluates County-operated and contract community health services to ensure compliance with legislative mandates, minimum standards, and State and Federal rules and regulations; provides staff services and mandated citizens health advisory councils; acts as official liaison between local programs and the State Health Department to represent the department to the Board of Supervisors, County Administrator's Office and other departments within the County, and does related work as required. The incumbent reports directly to the Director of Health Care Services Agency.
DISTINGUISHING FEATURES The Assistant Agency Director, Community Health Services, is responsible for providing public health and primary outpatient medical services and enforcing health laws for a population of over one million. The position requires broad experience in health administration and has overall responsibility for all operations in the Community Health Department, which includes the development of priorities, goals, and objectives for and the coordination between the planning and implementation functions of the major service divisions (Emergency Medical Services, Communicable Disease, Primary Care, and Maternal and Child Health). |
EXAMPLES OF DUTIES

1. Organizes and directs, through subordinate supervisory and administrative staff, public health programs and services, such as acute communicable and chronic disease, laboratory and clinic services, dental health, emergency medical services, and a primary care delivery system consisting of several County clinics and multiple contracts with CBO's. 2. Ensures compliance with program policies and standards for services provided by the Health Care Services Agency or agencies under contract to assure continuity and quality of services and to meet administrative requirements relative to Federal-State funding. 3. Supervises Division Directors for budget allocation, program planning, legislative analysis, interpretation of clinical standards and program evaluation results. 4. Monitors program operations and evaluates results of services rendered. 5. Interprets new legislation and its impact on the programs. 6. Participates in developing community support for and in planning the use of community resources through provision of staff services to mandated citizens’ health advisory councils. 7. Represents the Department to the Board of Supervisors, CAO, and other departments within the County. 8. Coordinates with other health departments within the Health Care Services Agency to ensure maximum integration and consistency. |
MINIMUM QUALIFICATIONS

Either I
Education: A master’s degree from an accredited university in public health, public administration, or related health field, or graduation from an accredited school of medicine or dentistry. And Experience: The equivalent of five years of recent full-time, paid experience in either health care administration; or management of a medical, public or mental health care program. At least three years must have been in a major administrative role, which included program planning and evaluation, overseeing clinical services, community organization and budgeting. Three years additional experience may be substituted for a master’s degree. License: Possession of a valid California Motor Vehicle Operator's license.
