DESCRIPTION
Provides overall administrative direction, planning and organization of the programs and operations of the Public Health Department of the Health Care Services Agency; develops and directs the service delivery of State-mandated public health and community programs; monitors and evaluates County-operated and contract community-based services to ensure compliance with legislative mandates, minimum standards as well as State and Federal rules and regulations; provides staff services and mandated citizens health advisory councils; represents the department to the Board of Supervisors, legislative authorities, public and private agencies, organizations or councils; coordinates and collaborates with other Health Care and County departments on related issues; provides supervision and direction to departmental staff.

DISTINGUISHING FEATURES

This is a  single position class that reports to the Director of Health Care Services Agency. The incumbent is responsible for providing public health services and enforcing health laws for a population of over one million. The position requires broad experience in health administration and has overall responsibility for all operations in the Public Health Department, which include the development of priorities, goals and objectives for and the coordination between the planning and implementation functions of the major service divisions.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes and directs through subordinate supervisory and administrative staff, public health programs and community services, such as acute communicable and chronic disease, laboratory services, family health services, emergency medical services and health prevention services.

2. Coordinates program services with those other agencies, both contract and non-contract, and other programs activities of the Health Care Services Agency to ensure maximum integration and consistency.

3. Using results-based accountability evaluates and modifies specific programs to ensure that they meet standards and legislative mandates established by Federal and State regulations.

5. Ensures compliance with program policies and standards for services provided by the Public Health Department or agencies under contract to assure continuity and quality of services and to meet administrative requirements relative to Federal-State funding.

6. Supervises Division Directors for budget allocation, program planning, legislative analysis, interpretation of clinical standards and program evaluation results.

7. Coordinates Federal, State and County program relationships; interprets new legislation regarding administrative and fiscal impact on County programs; seeks new sources of funding.

8. Attends administrative staff meetings and participates in the overall administration of the Agency’s program planning, development and provision of health care services.

9. Represents the Department to the Board of Supervisors, CAO, State Health Department and other departments within the County.

10. Participates and provides leadership in community and Statewide efforts to enhance public health service delivery.

11. Participates in National and State forums.

12. Oversees the development and implementation of a local policy agenda to improve overall living conditions in the county.

13. Provides leadership on health equity work in the department; follows strategic directions that have been identified and supports implementation efforts.

14. Supports fund development efforts to continue health equity work in the department.

MINIMUM QUALIFICATIONS
Education:

Possession of a master’s degree from an accredited university in Medical Care Administration, Public Health Administration, Social Welfare, Psychology, or appropriate behavioral science from an accredited school.

And

Experience:

The equivalent of five years of increasingly responsible experience in either health care administration, or management of a medical care, mental health or public health program, including community organization, program planning and evaluation, budget, fiscal, personnel and statistical management, two years of which must have been at the director or chief coordinator level.

Experience:

Any combination of education and experience which would likely provide the knowledge and abilities listed below.

License:

Possession of a valid California Motor Vehicle Operator’s license.
