DESCRIPTION
Under general administrative direction of the Director of the Health Care Services Agency or a designee, plans, organizes, directs, and administers the County medical Public Health Program and provides oversight of selected division or divisions within Health Care Services Agency; provides leadership and participates in the design, development, evaluation, and implementation of departmental goals and strategies for care; develops, implements and monitors policies, procedures, systems and standards for county operated and contracted medical services to ensure effective delivery of services and compliance with local, state and federal laws pertaining to the practice of medicine within the county setting; enforces Local, State and Federal public health laws; serves as the local Registrar of Vital Records for the County; provides highly complex staff assistance to the Director of the Health Care Services Agency or designee; represents the Agency before boards, committees, Local, State and Federal health agencies, community organizations, and the general public on medical issues, and does related work as required.
  
DISTINGUISHING FEATURES
  
The County Health Officer is a single-position class which serves as the local medical/public health authority to issue and/or enforce local health orders, ordinances and statutes to assure the effectiveness of mandated health protection functions, to assess the health status of the community and to provide related medical direction to the Health Care Services Agency.  This position is also responsible for overseeing communicable disease and pandemic related issues and functions within a division or divisions through subordinate supervisors and staff.  This class is distinguished from the Director, Public Health, in that the latter has overall administrative and operational responsibility for the Public Health Department.

EXAMPLES OF DUTIES
NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

 

  1. Plans, organizes, directs, and administers the County medical public health program and provides oversight of selected division or divisions within Health Care Services Agency; monitors for program efficiency and effectiveness.
  2. Recommends and participates in the development of countywide goals, objectives, policies, and procedures to meet current and projected service delivery needs as it relates to public health issues.
  3. Ensures that services related to the County’s medical health program and services provided by managed care plans (Medicaid) are coordinated with services provided by other County departments/agencies.
  4. Assesses the health indicators of the community by applying epidemiological principles and methods, medical expertise and public health knowledge; promotes proactive measures and monitors the implementation of initiatives to improve community health.
  5. Advocates for effective disease prevention and health programs and makes recommendations to address the social determinants of health.
  6. Provides technical consultation to all segments of the community in the development and implementation of interventions to reduce excess morbidity and mortality in the health jurisdiction.
  7. Interfaces with the private and public medical community to assure knowledge of ongoing and emerging public health threats, current and new developments in standards of care, mandatory reporting requirements, research priorities, and appropriate interventions to reduce the transmission of communicable diseases.
  8. Represents the department to public and private organizations; coordinates public health activities with other public and private agencies.
  9. Ensures adequate disease controls and preventive systems are in place and effectively measured by community assessment planning and education.
  10. Provides community outreach and preemptive health education to community organizations and the general public on critical health issues.
  11. Develops and implements a surveillance system and conducts data analysis.
  12. Develops the recurring County Health Status Report and communicates health improvements to the community.
  13. Plans, implements, and evaluates county-wide disaster drills, ensure proficiency in individual and department staff preparedness for major disaster incident.
  14. Serves as Medical and Health Coordinator for Alameda County Emergency Response representing Region II, which includes: serving on the Disaster Preparedness Task Force, attending California Conference of Local Officers disaster committee meetings, attending Emergency Managers Association of Alameda county meetings, developing and implementing the medical and health care response plan for the operation area.
  15. Enforces local health ordinances and State and Federal public health laws and regulations to protect and promote the health and well-being of all residents of Alameda County.
  16. Plans, coordinates, convenes, and implements annual Alameda County jail and prison inspections; generates formal inspection reports to jail/prison officials, State Prison, Grand Jury, and the State Prison Bureau of Correction.
  17. Directs the Public Information Officer in responding to media inquiries and engaging in related activities (interviews, press releases/conferences, etc.) in the event of an epidemic or disaster; may meet with news media and issue public statements.
  18. May serves as the Director of the Public Health Department or a division thereof.
  19. Identifies, appoints, and oversees the coordinating body for pandemic preparedness and response.  
  20. Enacts or modifies legislation and policies required to sustain and optimize pandemic preparedness, capacity development, and response efforts across all sectors.

MINIMUM QUALIFICATIONS

Education:  

Graduation from an accredited school of medicine with a Medical Degree.  

AND

Experience:  

The equivalent of five (5) years of recent full-time, paid experience in either health care administration or management of a medical or a public health care program.  The equivalent of at least three (3) years of the required experience must have been in a major administrative role, which included program planning and evaluation, oversight of clinical services, community organization, and budget management.  

Licenses/Certifications:  

Possession of a valid license to practice medicine in the State of California.  

Certification by an American Specialty Board in preventive medicine, pediatrics, internal medicine, family practice, or other field closely related to public health.  (Possession of a Master’s Degree in Public Health may be substituted for the required Specialty Board certification.)  

 

NOTE:    The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
