DESCRIPTION
Under general direction, to plan, organize and administer the programs and operations of the Public Health Department; to determine and interpret departmental policies; to provide leadership and direction to departmental managers and staff to ensure management responsibility and public accountability for the Public Health Department’s service delivery; to provide supervision and direction to subordinate personnel; and to perform related duties as required.

DISTINGUISHING FEATURES

This is a one-position class located in the Office of the Director, Public Health Department. The incumbent reports to the Director, Public Health, and is responsible for providing direct administrative support in the areas of organizational policy and program development, public information/relations activities and resolution of policy and operations problems. The incumbent also acts in the absence of the Director, Public Health.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes and directs through subordinate supervisory and administrative staff, public health programs and community services.

2. Acts on behalf of the Director on matters related to departmental programs; represents the Director at meetings with administrative officials, Board of Supervisors, legislative bodies, boards, commissions, community groups and other organizations; explains and interprets policies, procedures and regulations relative to complex program issues.

3. Develops and administers program budget; prepares or assists in the preparation of grant applications; monitors expenditures; coordinates fiscal, personnel and contract activities within the Public Health Department.

4. Ensures compliance with program policies and standards for services provided by the Public Health Department or agencies under contract to assure continuity and quality of services and to meet administrative requirements relative to Federal/State funding.

5. Participates in planning, development and implementation of system-wide goals, strategies and policies for delivery of community-based prevention services.

6. Maintains effective working relationships with representatives of federal, state and local agencies, including professional and medical societies; represents the department through contacts with representatives of governmental and county agencies.

7. Participates as a member of the Department’s Leadership Team; attends administrative staff meetings and participates in the overall administration of the Public Health Department’s service delivery.

8. Supervises staff of the Office of the Director and Division Directors; provides technical assistance to each division on public health practice; recruits, selects, evaluates and disciplines staff, either directly or indirectly through subordinate personnel.

9. Acts as liaison to the Alameda County Alliance for Health and other managed care plans, including marketing and monitoring services to the Alliance and other plans; ensures that Public Health personnel are adequately trained in managed care status and changes.

10. Keeps abreast of current trends in public health practice and managed care health services environment; attends meetings of professional associations and assists in the evaluation of new techniques and procedures.

11. Acts for the Director, Public Health, in his/her absence.

MINIMUM QUALIFICATIONS

Education:

Possession of a master’s degree from an accredited college or university in Medical Care Administration, Public Health Administration, Social Welfare, Psychology, or appropriate behavioral science from an accredited school,

And

Experience:

The equivalent of five years of progressively responsible, post-graduate, supervisory and administrative experience in community organization, program planning and evaluation, budget, fiscal and personnel management. At least two years of this experience should have been in a community public health or medical setting.

Or

Experience:

Any combination of education and experience which would likely provide the knowledge and abilities listed below.

License:

Possession of a valid California Motor Vehicle Operator’s license.
