DESCRIPTION
Under general direction of the Director, Public Health, the Director of Assessment, Planning, and Health Equity plans, organizes, and administers the planning, community capacity building, and local policy development and health and socio-economic evaluation, research and dissemination functions of the public health department to ensure that programs and policies are accurate, effective and consistent with the goal of eliminating health inequities.

DISTINGUISHING FEATURES

This is a single-position classification located in the Office of the Director, Public Health Department. The incumbent reports to the Director, Public Health, and is responsible for providing direct administrative overview in the areas of strategic planning, community assessment, research, evaluation, community capacity-building, and the development of local policy initiatives in broader determinants of health sectors (education, housing, transportation, economic development, etc.).

The incumbent also acts in the absence of the Director and Deputy Director, Public Health.

The incumbent in this position is responsible for the planning and policy development focused on health and social equity functions of Public Health Department and the effectiveness of programs to address health inequities across Public Health Department Divisions. This classification differs from the classification of Division Directors, Public Health in that the latter is responsible for directing and administering programs of one or more divisions that represent the full spectrum of services along the continuum of care within the health delivery system.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, directs and evaluates through subordinate supervisory and administrative staff, the work of the health equity, policy and planning unit; develops, implements and monitors work plans to achieve the department mission, vision, results and performance measures consistent with County and public expectations; prepares and monitors annual budget; provides leadership, guidance, and support to staff in delivery of equity programs to diverse groups in the community and partner agencies.

2. Plans, directs, supervises and evaluates the performance of staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching and training opportunities for performance improvement and development; provides compensation and other rewards to recognize performance; takes disciplinary action, up to and including termination to address performance deficiencies, in accordance with County human resources policies and labor contract agreements.

3. Develops and fosters the local health inequities policy initiative; conducts policy research and both policy and health impact analysis to identify best practices and most strategic interventions.

4. Works collaboratively across divisions in the PHD and other County agencies to identify current activities and strategic opportunities to promote health equity; builds relationships across constituency groups to work collaboratively on local policy issues addressing social determinants of health and enhance work of PHD to address root causes of heath inequity.

5. Oversees the coordination, design, and implementation of projects aimed at addressing social determinates of health.

6. Proposes policy and practice changes that impact equity in both local and county governments and the community.

7. Partners with and provides technical assistance to departmental programs, community-based organizations and government agencies to create awareness and understanding in the use of equity lens in developing and implementing programs to achieve fair and equitable outcomes.

8. Coordinates with the Public Health, CAPE, Behavioral Health and Environmental Health Directors to develop and disseminate research and reports that will help advance the health equity local policy work. This includes collaborating on Health Impact Assessments and other reports that advance the health equity work.

9. Develops and administers program budgets; prepares or assists in the preparation of grant applications; monitors expenditures; coordinates fiscal, personnel and contract activities within the health equity, policy and planning unit.

10. Ensures compliance of program policies and standards with administrative requirements relative to Federal/State and other funding.

11. Participates in planning, development, implementation and evaluation of system-wide goals, including Strategic Planning, Results Based Accountability, internal capacity building and training including community capacity-building strategy, development of local policy initiative, leadership and management development programs and program/unit Work Plans. Responsible for monitoring and reporting progress.

12. Participates as a member of the Department’s Leadership Team; attends administrative staff meetings.

13. Maintains effective working relationships with representatives of federal, state and local agencies, including professional and medical societies; represents the department through contacts with representatives of governmental and county agencies.

14. Keeps abreast of current trends in public health practice and managed care health services environment; attends meetings of professional associations and assists in the evaluation of new techniques and procedures.
15. Acts for the Director or Deputy Director, Public Health, in his/her absence.


MINIMUM QUALIFICATIONS

Either I
Experience:

The equivalent of three years of full-time experience as a Health Care Program Administrator II with at least two years of full-time experience in the management and oversight of a health program(s) involving the delivery of services.

Or II
Education:

Possession of a Bachelor’s degree from an accredited college or university with a major emphasis in Sociology, Public Health, Epidemiology, Public Policy, Public Administration, Social Welfare, Psychology, Education, Ethnic Studies, Communication or appropriate behavioral science.

And
Experience:

The equivalent of four years of full-time, supervisory and administrative experience in directing a large public or private organization which must have included progressive responsibility, in program planning, operations, management and evaluation, research or surveillance-related work, policy development, grant writing, budget, fiscal and personnel management. The most recent two years of experience must have been focused in developing, analyzing and/or implementing policies with a focus on equity and social justice. Experience in a public agency is strongly preferred.

Substitution:

Possession of a Master’s degree in Public Health, Health Care, Social Work, Public Administration or a related field may be substituted for one year of the required experience.

(Additional experience as outlined above may be substituted for the education on a year-for-year basis.)

License:

Possession of a valid California Motor Vehicle Operator’s license.
