DESCRIPTION

Under administrative direction, assists in the alignment, planning, organization, and coordination of the departments, and administrative and financial operations of the Health Care Services Agency; supervises, coordinates and participates in the formulation and implementation of complex, professional, administrative, cross-departmental analytic and/or programmatic activities within the Agency; participates in and develops short and long-range plans, policies and priorities for the Agency; provides highly responsible administrative and strategic support to the Director of the Health Care Services Agency; and performs other duties as required.

DISTINGUISHING FEATURES

These positions are located in the Health Care Services Agency and report directly to the Director of the Health Care Services Agency. One position is assigned to direct agency-wide operations, which may include compliance, financial services, information systems, and facilities; whereas, the second position is assigned oversight of systems and policy, which may include program planning and management, policy development and implementation, communications, legislative affairs, and strategic partnerships.  

Incumbents may also act in the absence of the Director of Health Care Services Agency on matters related to assigned areas and functions. These positions are distinguished from the higher-level class of Director of Health Services Agency, in that the latter class has overall operational, programmatic and policy development responsibilities for the Health Care Services Agency.



EXAMPLES OF DUTIES

NOTE:    The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  1. Assists the Director in the development, implementation, and alignment of mission statements and cross-departmental goals, policies and procedures, and program formulation for the Health Care Services Agency.
  2. Acts as liaison between the Health Care Services Agency Director, executive and senior level management staff, other department staff and outside agencies on administrative, organizational, legislative and/or policy issues.
  3. Acts on behalf of the Agency Director; represents Agency Director at meetings with administrative officials, the Board of Supervisors, legislative bodies, boards, commissions, various community groups, and other organizations; explains and interprets policies, procedures, and regulations for complex program issues.
  4. Coordinates Agency-wide administrative activities with, and provides assistance to, other County staff and outside contractors, as required.
  5. Translates business vision and strategy into operational tactics and helps lead efforts to build needed organizational support and infrastructure.
  6. Plans, organizes, and implements strategic planning for the Agency in consultation with and/or under direction of the Agency Director; leads key functions of strategic planning, including organizational development, data and evaluation, policy and planning, community outreach, engagement, and communications.
  7. Selects, supervises, and evaluates subordinate managers and staff.
  8. Confers with the Agency Director to plan the work of the Agency, exchange information, and ensure consistency of Agency policies.
  9. Participates as a member of the Agency Leadership Team, which reviews and establishes general Agency policy.
  10. May act on behalf of the Agency Director in his/her absence.
  11. Performs other duties as assigned. 
    When Assigned to Oversight of Systems and Policy:
  12. Sets priorities and directs the work of assigned program areas, including health services focused programs in the Office of the Agency Director.
  13.  Oversees internal and external communications strategy and implementation for the Agency
  14.  Oversees agency-wide policy development, legislative, and regulatory affairs strategy and implementation. 
  15. Designs and develops strategic initiatives and partnerships with other County departments and community organizations; leads planning and implementation processes; ensures effective communication of priorities; and ensures strategic actions are completed at appropriate levels to achieve desired results.
  16.  Manages and ensures communication consistency across Agency departments as well as with external partners; may work with Board of Supervisors, County Administrator, state, local and community advocacy groups as well as constituents/clients.
    When Assigned Oversight of Operations:
  17. Provides executive management and leadership for Agency-wide operations, including staff and functions related to budgets, contracts, facilities management, health and data analytics, and information systems.
  18. Directs a wide range of quality assurance and improvement functions through subordinate management employees, including activities related to contract, grant, regulatory compliance, cost control and reduction.
  19.  Develops, maintains, and manages agency’s budget and costs through the responsible use of planning and control systems, which include financial forecasting, revenue enhancement, and the cost-effective and creative utilization of resources.
  20.  Directs and participates in the preparation of reports mandated by federal, state, and local agencies.
  21.  Manages and ensures communication consistency across Agency departments as well as with external partners.


MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor’s degree from an accredited college or university in Health Care Administration, Public Health Administration, Social Welfare, Psychology, or a closely related field.  

AND
Experience:  

The equivalent of four (4) years of full-time experience in the direction and administration of a major administrative or operational division within a large health care services or public sector organization. The required experience must have included responsibility for the direction and oversight of subordinate supervisory staff.    

License

Possession of a valid California Motor Vehicle Operator’s license.

  • Principles and practices of health care policy and administration, including current trends in health care financing, planning, policy, management, program evaluation, and related issues.
  • County, state, and federal legislative processes and legislative developments applicable to contemporary health issues.
  • Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
  • Pertinent local, State, and Federal laws, rules, and regulations.
  • Principles of financial administration, including public budgeting, alternative financing methods, and funding sources.
  • Principles of personnel supervision and training.

  • Plan, organize, direct and coordinate the activities of a complex and diverse health services agency.

  • Work cooperatively and effectively with internal leaders and staff, the Board of Supervisors, County Administrator, other County agencies/departments, and outside organizations and stakeholders.
  • Communicate effectively both orally and in writing.
  • Maintain liaison with various private and public agencies and deal successfully with the public and other interested groups.
  • Select, supervise, train, and evaluate staff.
