DESCRIPTION
|
Under general direction, assists in the planning, organization, and coordination of diversion, re-entry, and forensic mental health services across systems of care in Alameda County Behavioral Health (ACBH); provides highly responsible direct programmatic and administrative support to the Forensic, Diversion, & Re-Entry System of Care Director; coordinates, monitors, and evaluates forensic mental health services to ensure compliance with standards of care, ACBH goals, legislative mandates, and State and Federal rules and regulations; and performs other related duties as required.
DISTINGUISHING FEATURES
This classification is located in Alameda County Behavioral Health (ACBH) and reports to the Forensic, Diversion, & Re-Entry System of Care Director. Incumbents in this class manage In-Custody Services, which include the County Jail and Juvenile Justice Center, or Forensic Outpatient Services, which include the Behavioral Health Courts and Conditional Release Program (CONREP), and other forensic outpatient services. This class is distinguished from the next higher class of Forensic, Diversion, & Re-Entry System of Care Director in that the latter has organizational, policy development, and administrative responsibilities for all forensic and diversion services across the department.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Assists in planning, monitoring, evaluating, and providing general oversight of forensic, diversion, and re-entry mental health services for all age groups across ACBH and with contracted providers serving justice involved individuals in Alameda County.
- Plans, organizes, and directs forensic mental health services in the County Jail and Juvenile Justice Center or diversion and re-entry mental health services for justice involved individuals in the community.
- Coordinates and evaluates forensic mental health services to ensure compliance with standards of care, ACBH goals, legislative mandates, and State and Federal rules and regulations.
- Coordinates and collaborates with other Health Care Services Agency and County departments on issues related to forensic mental health service delivery.
- Develops and implements policies and procedures to ensure compliance with any accrediting bodies as well as county, state, and federal regulations related to mental health services in correctional/detention facilities.
- Plans, develops, and monitors program budget, grants, and funding proposals; monitors expenditures; and coordinates fiscal, personnel, and contract activities for forensic services.
- Assists with the establishment and monitoring of goals, objectives, and clinical and quality of care standards for forensic mental health services; and develops policies and procedures to ensure the delivery of appropriate mental health treatment.
- Recruits, trains, supervises, and evaluates the work of subordinate professional and managerial staff who are responsible for supervising multi-disciplinary teams of professional, paraprofessional, technical, and support staff.
- Represents the department at meetings with other County departments, Board of Supervisors, administrative officials, legislative bodies, boards, commissions, community groups, and other organizations; explains and interprets policies, procedures, and regulations relative to complex program issues.
- Acts as Community Program Director for the Conditional Release Program; ensures conformity of the program's state mandates and community safety standards; and coordinates operation of the program with other County and affiliated departments (e.g., Courts, Sheriff’s Department, District Attorney, and Public Defender Offices).
- Monitors and analyzes legislation related to forensic, diversion, and re-entry mental health services, the Conditional Release Program, and other criminal justice services; advises the Forensic, Diversion, & Re-entry System of Care Director and key management staff of implications for service delivery.
- Keeps abreast of current trends in forensic mental health/criminal justice services; attends meetings of professional associations and assists in the evaluation of new models, programs, and services.
- Prepares a variety of correspondence, narrative and statistical reports, information for the Board of Supervisors, program documentation, policies, procedures, and other written materials.

MINIMUM QUALIFICATIONS
|
Education:
Possession of a master’s degree from an accredited university in Clinical Psychology, Social Work, Nursing, or related behavioral science.
AND
Experience:
The equivalent of four (4) years of full-time progressively responsible post-graduate management and administrative experience in community organization, program planning and evaluation, budget, fiscal, or personnel management. At least two (2) years of this experience must have been in a forensic setting or with an agency serving at-risk justice involved individuals.
License:
Possession of a State license in Clinical Psychology, Social Work, Marriage and Family Therapy, Nursing, or related behavioral science.
Possession of a valid California Motor Vehicle Operator’s license.
