DESCRIPTION
Under minimal direction, plans, organizes, and directs culturally responsive mental health services for children, youth, young adults, and family members; develops, coordinates, and evaluates program integration; provides a full array of out-patient and acute care children, youth, and young adult service delivery for both county and contracted child, youth, and young adult services, including but not limited to services to children, youth, and young adults involved with Child Welfare and Probation, school-based services (including special education), underserved ethnic language populations, and early childhood services; provides supervision and direction to managers, supervisors, and subordinate personnel in the Child/Young Adult System of Care; and performs related duties as required.

DISTINGUISHING FEATURES

This is a single-position classification located in the Alameda County Health Behavioral Health Department (Department) and reports to the Deputy Director of Behavioral Health. The Director, Child/Young Adult System of Care, Behavioral Health differs from the next higher classification, Deputy Director, Behavioral Health in that the latter has overall planning, administrative, and policy development responsibilities for the Behavioral Health Department. This classification differs from the next lower-level classification of Assistant Director, Child/Young Adult System of Care, Behavioral Health in that the former has overall organizational, policy development, and administrative responsibility for the full spectrum of service delivery relative to the Child/Young Adult System of Care, public information/relations activities and resolution of policy and operational problems.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Provides leadership, program and policy direction, and oversight for the Child/Young Adult System of Care through subordinate professional, managerial, and trainee staff.
  2. Plans, develops, directs, and evaluates system-wide initiatives, programs, strategies, and policies for the delivery of services to seriously emotionally disturbed children, youth, young adults (Transition Age Youth), and families; develops specialized clinical standards to ensure quality of care and adherence to general clinical standards; responsible for program integration of county and contracted child/young adult services.
  3. Provides linkage, coordination, and ongoing communication to the Behavioral Health Department Child/Young Adult System of Care, and to cross-agency and cross-county children and youth services.
  4. Collaborates with Behavioral Health Department Administration, Human Resources, and other Behavioral Health Department operational units; county partners; contracted community-based organizations; academic institutions; organizations and programs providing family support and other relevant parties to ensure the inclusion of wellness and resiliency, cultural responsiveness, and best practices in service delivery.
  5. Develops and administers program budget; prepares grant applications; monitors expenditures; coordinates fiscal, personnel and contract activities for the Child/Young Adult System of Care.
  6. Ensures compliance with program policies and standards for services provided by the Child/Young Adult System of Care to assure continuity and quality of services and to meet administrative and programmatic requirements relative to Federal/State funding.
  7. Directs compliance activities related to State and Federal mandates, regulations, and grants, serving as Department liaison between Alameda County and the State Department of Health Care Services.
  8. Negotiates and manages contracts and program services agreements.
  9. Assists in departmental policy, procedure, and system development and implementation for the Behavioral Health Department.
  10. Represents the Department at meetings with administrative officials, the Board of Supervisors, legislative bodies, boards, commissions, community groups, and other organizations; explains and interprets policies, procedures, and regulations relative to complex program and finance issues.
  11. Maintains effective working relationships with representatives of federal, state, and local agencies and represents the Department through contacts with representatives of governmental and county agencies.
  12. Provides technical assistance on child and young adult mental health practice; assesses training needs of the different components of the system and assures that these needs are met; maintains consistent practice and procedures and compliance with mandated guidelines.
  13. Monitors and analyzes legislation related to the Child/Young Adult System of Care services; advises the Director of Behavioral Health and key management staff of implications for service delivery.
  14. Keeps abreast of current trends in child, youth, young adult, and managed care health services environment; attends meetings of professional associations and assists in the evaluation of new techniques and procedures.


MINIMUM QUALIFICATIONS

EITHER I
Experience:

The equivalent of two (2) years of full-time experience as an Assistant Director, System of Care, Behavioral Health in the Alameda County classified service.
OR II
Education:

Possession of a master's or doctorate degree from an accredited university in public health administration, business administration, organizational development, counseling/clinical psychology, social work, nursing, or a closely related field.
AND
Experience:

The equivalent of five (5) years of full-time, post-graduate experience in any combination of the following: administrative/management experience in community organization, planning and evaluation, budget, fiscal, and personnel management in a community mental health, medical, juvenile justice, social services, education, or public health setting serving emotionally disturbed children and adolescents and their families, at least two (2) years of the above experience must include supervision of subordinate supervisory staff.  

Possession of a valid clinical license from the applicable licensing authority in the State of California may be substituted for two (2) years of the above-stated experience.

License:

Possession of a valid California Motor Vehicle Operator's license.
