DESCRIPTION
Under general direction, provides leadership, plans, develops, coordinates the implementation of Wellness, Recovery & Resiliency programs, services and strategies across the service delivery system for all age groups served by Behavioral Health Care Services (BHCS); develops policies and procedures, standards and methodologies for services to be delivered by county staff, student professionals, private providers, and community based organizations; identifies and promotes specific wellness models, needs, and objectives, and evaluation techniques and methodology throughout the system of care; and performs related duties as assigned.

DISTINGUISHING FEATURES

This single position class is located in Behavioral Health Care Services which provides alcohol and other drugs and mental health services through county staff, private providers and community based organizations. This position reports to the Director of Management Services. This managing director position has organizational, policy development and administrative responsibilities for the Wellness, Recovery, & Resiliency Program. Responsibilities include strategic planning and the development of resources needed to provide training and development services. This position is distinguished from the next higher class of Director of Management Services in that the latter is responsible for a broader range of functions, including directing the Behavioral Health Managed Care Plan, quality assurance, planning and evaluation, staff development, information systems and patient advocacy.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Provide leadership and collaborate with BHCS staff, community based organizations, consumer organizations, family organizations and other stakeholders to develop and implement wellness Recovery & Resilience Initiatives for BHCS.

2. Design and implement programs and strategies supporting Wellness Recovery & Resilience including: peer support, wellness-recovery action planning, consumer involvement and participation and consumer employment;

3. Develops and maintains standards, objectives, policies, and procedures for Wellness, Recovery & Resiliency training and technical assistance. Participates in evaluation of BHCS training programs’ effectiveness and recommends changes in curriculum, frequency, format or other aspects of training programs and resources to improve effectiveness.

4. Assesses Wellness Recovery & Resiliency service delivery methodologies throughout the system of care; and makes recommendations as needed for improvements.

5. Identifies evidence-based and best practices in Wellness Recovery & Resiliency and makes recommendations about their incorporation into BHCS programs.

6. Manages the Wellness & Recovery Resource Hub, and identifies and utilizes additional resources for wellness program development pertaining to MHSA funded programs.

7. Working with consumer leadership, develop and staff the “Wellness Recovery Task Force.” Provides leadership to develop a strategic plan that incorporates wellness recovery resiliency strategies into BHCS.

8. Collaborate with Family Education Center leadership to coordinate program development and implementation.

9. Identifies and contracts with external vendors (trainers and consultants) and evaluates their performance.

10. Acts as a liaison to the community, governmental agencies, community organizations, and other stakeholders regarding mental health services.

11. Remains abreast of current trends, research, and legislation affecting programs and services.

MINIMUM QUALIFICATIONS
Education:

Possession of a Master’s degree from an accredited university in business administration, organizational development, health care administration, public health, social work, counseling, clinical or educational psychology or a closely related field.

AND
Experience:

The equivalent of four years full-time experience in planning, developing, implementing, and evaluating consumer-driven, family oriented programs and services in health care or closely related field.
