DESCRIPTION

Under general direction, provides leadership in developing, planning, organizing and directing the activities associated with child and young adult mental health services provided under the Early, Periodic, Screening, Diagnosis and Treatment (EPSDT) Specialty Mental Health benefit; serves in a leadership role to Alameda County Behavioral Health (ACBH) and County management in the formulation of goals and strategic planning of child and young adult mental health services; provides consultation to providers; ensures services are in compliance with state and federal regulations; and performs other duties as assigned.
DISTINGUISHING FEATURES This single class position is located in Behavioral Health and reports to the Child and Young Adult System of Care Director, ACBH. This position provides administrative direction, operational and policy analysis, planning, and organizational development of sustainable mental health services for children, youth and young adults in Alameda County under the EPSDT Specialty Mental Health benefit. This position is distinguished from the next higher class of Assistant Child and Young Adult System of Care Director, ACBH in that the latter has administrative responsibility for child, youth, and young adult services and activities, including the supervision of County operated children’s clinics, psychiatric emergency services, and quality assurance standards. |
EXAMPLES OF DUTIES

1. Oversees and administers the activities associated with child and young adult mental health services provided under the Early, Periodic, Screening, Diagnosis and Treatment (EPSDT) Specialty Mental Health benefit. 2. Serves in a consultative role to ACBH and County management in the formulation of goals and strategic planning; analyzes system changes related to clinical, administrative and operational processes. 3. May supervise and oversee professional, paraprofessional and support staff in the administration of EPSDT Specialty Mental Health programs and services. 4. Maintains knowledge base of current trends in child, youth, and young adult services. Tracks, updates, and reports client and/or provider utilization, service data, and service trends in Alameda County by priority populations. 5. Reviews, evaluates and selects County and Community-Based Organization proposals to provide children’s mental health services within the designated population. 6. Negotiates EPSDT contracts with various County departments, community-based agencies, and other municipal jurisdictions including acute, sub-acute, and inpatient hospital programs. 7. Provides consultation and oversight to providers and partners seeking EPSDT funds. 8. Ensures that service providers implement appropriate services to clients and their families consistent with the applicable governing regulations as outlined in their contract and; ensures that sufficient mental health services are being provided throughout the County. 9. Collaborates with partner units to develop and review outcomes criteria to evaluate the effective delivery of child and young adult mental health services and its impact on families and communities. 10. Participates in compliance monitoring related to Medi-Cal requirements and audits by the State Department of Mental Health and responds to plans of correction and/or performance improvement plans. 11. Attends meetings of professional associations and assists in the evaluation of new techniques and procedures as needed. |
MINIMUM QUALIFICATIONS
|
Education: Possession of a master’s degree from an accredited college or university in Health and Human Services, Education, Public Health Administration, Business Administration, Public Policy, Clinical Psychology, Social Work, or a related field. AND Experience: The equivalent of four years full time of progressively responsible post-graduate administrative experience in program planning, monitoring, evaluation, and personnel management. At least two years of this experience must have been in a department or working on programs or projects focused on serving children, youth, and young adults and their families in an educational, community mental health, behavioral health, or social service setting. |
