DESCRIPTION
|
Under general direction, supervises and directs the Health and Business Data Analytics division of the Health Care Services Agency which includes the functions of information systems and technology, evaluation, epidemiology, compliance, business analytics and planning; and performs related duties as required.
DISTINGUISHING FEATURES This is a single-position class where the incumbent reports to the Director of the Health Care Services Agency and is responsible for supervising and directing subordinate supervisory staff in the Health and Business Data Analytics division including the Information Systems Deputy Directors, Director of Community Assessment, Planning and Education (Public Health), and other professional staff; interfacing with Agency leadership to capture data needed to prepare reports and business metrics for decision-making purposes; overseeing the development and implementation of an Agency-wide compliance plan including analysis, documentation and training; directing the Agency’s health and business data analytics collection system capacity, processes and deployment; and overseeing the Agency’s Results-Based Accountability initiatives. |
EXAMPLES OF DUTIES

Each individual in the classification does not necessarily perform all duties listed. 2. Oversees the analyses of client, population, and business system data used to improve health. 3. Evaluates existing and proposed administrative policies and procedures pertaining to health and business data analytics processes, capacity and deployment; recommends and implements new policies and procedures as required. 4. Ensure effective capture of data necessary to support monitoring and reporting on compliance, administrative and operational activities. 5. Develops, implements and directs HCSA health and business data analytics capacity to provide analyses pertaining to program, business, and operational decisions relevant to the goals and mission of the Agency. 6. Responsible for business analytics technology planning and assessments, allocation of resources, provision of intermediate and long-term replacement, upgrades and integration of new system components. 7. Through coordination with HCSA departmental and program staff, directs, coordinates and monitors the compliance programs of Health Care Services Agency. 8. Assures that written policies, procedures and standards are developed and implemented by the Agency and its departments in compliance with federal, state and local regulations, including those pertaining to Medicare/Medicaid requirements, confidentiality, HIPAA (Health Insurance Portability and Accountability Act) and any related legal and/or administrative codes. 9. Oversees the development of agency-wide compliance plan and supporting infrastructure including analysis, documentation and training. 10. Provides consultation to Human Resources regarding the compliance educational training and orientation program for HCSA staff to ensure that they have the requisite information and knowledge of laws, regulations, Board policies, and fiduciary responsibilities. 11. Oversees formal processes for the receipt, investigation and resolution of suspected compliance violations within the Agency and its departments. 12. Hires, supervises and trains subordinate supervisory staff and assigns responsibilities for attaining departmental goals and objectives. 13. Operates a variety of standard office equipment including word processor and/or computer; may drive a County or personal vehicle to attend meetings. |
MINIMUM QUALIFICATIONS

Education:
A Master’s degree from an accredited college or university in Psychology, Social Work, Psychiatric Nursing, Business Administration, Health Care Administration, Public Health Administration or a closely related field. AND Experience: The equivalent of five years of full-time progressively responsible post-graduate professional experience, including some combination of clinical, training, research and administrative functions such as in planning, evaluation, and/or development of a large health care service program. At least two years of this experience should have been experience in one or more of the following areas: regulatory compliance, quality assurance in a health services setting, health or social services information management and/or health or social services data system administration. License: Possession of a valid California Driver’s License. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
