Under general direction, plans, organizes and directs a variety of outpatient programs for seriously and persistently mentally ill adults, family members and patient advocates; oversees program integration and service delivery for Adult Outpatient Community Support Centers; coordinates and collaborates of adult services with contracted community-based outpatient service programs; ensures compliance with legislative mandates, as well as state and federal rules and regulations; provides supervision and direction to subordinate personnel; and performs related duties as required.
DISTINGUISHING FEATURES This is a one-position class located in Behavioral Health Care Services. The incumbent reports to the Deputy Director, Behavioral Health Care Services and is responsible for providing direct administrative support to the Deputy Director in the areas of organizational policy and program development related to the Adult System of Care service delivery, public information/relations activities and resolution of policy and operations problems. The position has sole responsibility for the Adult Community Support Centers' Service Teams and Access Programs. The incumbent also acts in the absence of the Deputy Director in matters related to the Adult System of Care service delivery. This class differs from the Deputy Director in which the latter integrates and develops continuity of care across operational units, including program development and system wide planning. |
EXAMPLES OF DUTIES

1. Assists in managing the Adult System of Care service delivery by providing leadership, direction and oversight in the implementation of adult mental health outpatient services; supervises directly or through subordinate supervisory staff, professional, paraprofessional and trainee staff. 2. Participates in planning, development and implementation of system-wide goals, strategies and policies for delivery of services to seriously mentally ill adults and their families. 3. Represents the department in interagency executive and operational meetings involving the contracting or coordination of the delivery of services to public sector beneficiaries and service team assigned clients. 4. Develops and administers program budget; prepares grant applications; monitors expenditures; coordinates fiscal, personnel and contract activities for the Adult System of Care. 5. Represents the Deputy Director and/or Director of Behavioral Health Care Services at meetings with administrative officials, legislative bodies, boards, commissions, community groups and other organizations; explains and interprets policies, procedures and regulations relative to complex program issues. 6. Ensures compliance with program policies and standards for services provided by the Adult System of Care service delivery to assure continuity and quality of services and to meet administrative requirements relative to Federal/State funding. 7. Negotiates contracts with departmental financial representative and executive directors of contract agencies providing adult mental health outpatient services. 8. Maintains effective working relationships with representatives of federal, state and local agencies, including professional and medical societies; represents the department through contacts with representatives of governmental and county agencies. 9. Chairs a variety of committees and task forces; acts on behalf of the Director on matters related to departmental programs; attends administrative staff meetings; 10. Provides technical assistance on adult mental health practices; assesses training needs of the different components of the system and assures that these needs are met; maintains consistent practice and procedures, and compliance with mandated guidelines. 11. Monitors and analyzes legislation related to adult mental health services; advises Deputy Director of Behavioral Health Care Services and key management staff of implications for service delivery. 12. Directs the monitoring of assigned programs; develops specialized clinical standards to assure quality of care and adherence to general clinical standards. 13. Recruits, selects, evaluates and disciplines staff, either directly or indirectly through subordinate personnel. 14. Keeps abreast of current trends in mental health and the managed care health services environment; attends meetings of professional associations and assists in the evaluation of new techniques and procedures. 15. Acts in the absence of the Deputy Director on matters related to the Adult System of Care service delivery. |
MINIMUM QUALIFICATIONS

Education:
Possession of a Master's Degree from an accredited university in Social Work, Psychiatric Nursing or an appropriate behavioral science, or a Ph.D. in Clinical Psychology from an accredited college or university. AND Experience: The equivalent of four years of progressively responsible post-graduate supervisory and administrative experience in community organization, program planning and evaluation, budget, fiscal and personnel management. At least two years of experience should have been with seriously mentally ill adults and their families in a community mental health or medical setting. License: Possession of a valid state license in clinical psychology, clinical social work or nursing. Possession of a valid California Motor Vehicle Operator's license.
