DESCRIPTION

Under general direction, to plan, develop, organize and direct the activities and staff of the Community Health Services Division of the Public Health Department; and to do related work as required.
DISTINGUISHING FEATURES This single position class is located in the Public Health Department of the Health Care Services Agency. At the division director level, the incumbent of this class has responsibility for developing, organizing and administering the full spectrum of Community Health Service programs which provides health services related to homelessness, dental care and prevention, public health nursing, tobacco control, nutrition and at risk, women, infants and children. This position reports to the Deputy Director, Public Health. This class is distinguished from the Health Care Program Administrator series in that the former is responsible for programmatic and administrative oversight of one specific division program area. |
EXAMPLES OF DUTIES

1. Organizes and directs the management and supervision of personnel in carrying out the work of the Community Health Services Division. 2. Interprets State and Federal policies, objectives and operational procedures. 3. Selects, trains and supervises unit supervisors/chiefs and other professional staff; prioritizes and assigns work of the Division; meets with subordinate supervisory personnel to review training objectives and achievements for each manager. 4. Prepares budget recommendations for the Community Health Services Division on an annual basis; allocates resources appropriately and monitors and controls expenditures; assures that projected revenues are realized and that funds are expended consistently with the intent of the funding source; reports on expenditures and revenues at administrative/fiscal review meetings. 5. Maintains records and policies on inventory for the use of grant funded equipment. 6. Reviews and ensures that the Community Health Services Division services comply with established standards, policies and procedures of Alameda County and State/Federal regulations, laws and funding requirements. 7. Reports on the activities, studies, resources, trends, personnel, program needs, problems, achievements in the division. 8. Develops and/or maintains a quality assurance program conforming to the standards of Public Health Practice; assures the collection of data essential to the effective management of community health service. 9. Proposes legislation or policies that improve health and well being of the community as it relates to the population based community health. 10. Identifies new or maximizes funding sources from both the public and private sectors by developing new community health projects; acts as technical consultant to other divisions as needed for preparation of projects. 11. Develops and maintains Agency plans for Dental, Tobacco Control, Homeless Health Care programs, Women Infant and Nutrition Services. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of two years full-time experience as a Health Care Program Administrator or higher in the Alameda County Service with at least the equivalent of one year full-time experience in the delivery of Community Health Service programs. Or II Possession of a Bachelor’s Degree in Health or Human Services or related field, and the equivalent of five years full-time progressively responsible experience in a public or private health care organization, which must have included responsibility for program planning, management and evaluation. Experience may be substituted for the education on a year-for-year basis. License: Possession of a valid California Motor Vehicle Operator’s License. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
