DESCRIPTION
|
Under direction of the Deputy Division Director, Public Health or Division Director, Public Health, this position plans, develops, organizes, administers, and evaluates the programs and operations of the Children Medical Services (CMS) program (California Children’s Services and Medical Therapy Program, the Child Health and Disability Prevention Program and the Health Care Program for Children in Foster Care) with an emphasis on children and youth with medical complexity, as well as general child health promotion and disease prevention strategies; determines and interprets CMS policies; develops and oversees CMS scope of work, budgets, and annual reports; provides leadership and direction to CMS program managers and staff to ensure compliance with state and federal guidelines; provides supervision and direction to subordinate personnel; and performs related duties as required.
DISTINGUISHING FEATURES
This is a single-position classification located in the Family Health Services Division of the Public Health Department. The incumbent is responsible for providing direct management and administrative support in the areas of organizational program and policy development, program evaluation, quality assurance, budget oversight, community collaboratives, staff supervision, and general operational functions for programs related to medical services for children within Children’s Medical Services unit.
This class is distinguished from the Maternal Paternal and Adolescent Administrator classification in that the latter main responsibilities are related to services for pregnant people, women of reproductive age, mothers, fathers, parents, adolescents and families, whereas the Children’s Medical Services Administrator focuses on medical services for children.

MINIMUM QUALIFICATIONS
|
Education:
Possession of a bachelor’s degree from an accredited college or university in a social or physical science or closely related field.
AND
Experience:
The equivalent of six (6) years of full-time, progressively responsible, post-graduate, supervisory and administrative experience in a community organization, public agency, or clinical setting which included program planning, development and evaluation, fiscal or personnel management. Two (2) years of this work experience must have been in the administration of healthcare-related programs for children and youth.
Substitution:
Possession of a master’s degree from an accredited college or university in a social or physical science or closely related field may substitute for two (2) years of the required experience on a year-for-year basis.
