DESCRIPTION

Under general direction, plans, develops, coordinates and oversees the administration of the Training and Development Program for assigned areas of the Health Care Services Agency (HCSA); develops policies and procedures, standards and objectives for professional training programs and services for county staff, student professionals, private providers and community based organizations; identifies and defines training needs and objectives, and evaluation techniques and methodology throughout the system of care; manages the department’s continuing education certification programs; and, performs related duties as assigned.    

 

DISTINGUISHING FEATURES  

 

These positions are located in the Health Care Services Agency with one position assigned to the Behavioral Health Care Services (BHCS) and one position assigned to the Human Resources Department.  The position in BHCS reports to the Mental Health Services Act (MHSA) Division Director and the position in Human Resources (HR) reports to either the Chief, Human Resources Administrator or Workforce Education and Training Manager, HR.

 

When assigned to Behavioral Health, the Training Officer has organizational, policy development and administrative responsibilities for the Training & Development Program.  Responsibilities include strategic planning and the development and coordination of resources needed to provide training and development services.  This position is distinguished from the next higher class of Division Director in that the latter is responsible for a broader range of functions, including the fiscal oversight and program management of funding streams, directing sections of the Behavioral Health Managed Care Plan, adherence to regulations and quality assurance, staff supervision and development, information systems and patient advocacy.

 

When assigned to Human Resources, the Training Officer has responsibility for supervision of professional, para-professional, and clerical staff in developing and implementing training, pipeline, and mentorship programs. This position is distinguished from the Human Resources Workforce Education and Training Manager in that the latter is responsible for the overall administration of the unit, fiscal oversight, contracting and developing and maintaining a culturally competent workforce capable of meeting the health needs of the public.


EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Develops and administers the Training & Development Program for HCSA; develops and maintains training and development standards, objectives, policies, and procedures.

2. Collaborates with HCSA staff, community based organizations, stakeholders, or other organizational consultants to identify training needs, develop effective training strategies and participates in the coordination implementation of organizational change processes.

3. Assesses training needs and evaluation techniques and methodology throughout the system of care; and makes recommendations as needed.

4. Identifies evidence-based and best practices and incorporates them into departmental training.

5. Identifies and contracts with external vendors (trainers and consultants), facilitates their efforts and evaluates their performance.

6. Evaluates training effectiveness and recommends changes to curriculum, frequency, staffing, pricing, format or other aspects of training programs and resources to improve effectiveness.

7. Develops and implements a comprehensive training plan using available training resources.

8. Supports and coordinates an internship program to train professional students and staff.

9. Acts as a liaison to the community and colleges regarding workforce development.

10. Manages the training budget and writes grants for training; and identifies and utilizes additional resources for training.

11. Remains abreast of current trends, research, and legislation affecting training and development programs and services.

MINIMUM QUALIFICATIONS

Education:

 
Possession of a Bachelor’s degree from an accredited university in business administration, human resources, organizational development, health care administration, social work, counseling, clinical or educational psychology or a closely related field.

AND

Experience:

The equivalent of three years full-time experience in planning, developing, coordinating the administration of staff and student training and development programs and services in a health care setting; or developing, administering or coordinating Human Resources related training to staff in the areas of workforce wellness, recruiting, performance management, employee relations or other human resources discipline.
