DESCRIPTION
Under administrative direction, oversees the operation of the Older Adult System of Care, including alcohol and other drugs, mental health services, community based organizations and private providers in system of care; provides leadership in organizational policy, system design, integration and planning and program development for older adult services; and performs related duties as required.

DISTINGUISHING FEATURES

This single position class is located in Behavioral Health Care Services which provides alcohol and other drugs and mental health services through county staff, private providers and community based organizations. This position reports to the Deputy Director, Behavioral Health Care Services (BHCS). The Older Adult System of Care Director administers and oversees older adult mental health and substance abuse services. This position differs from the next higher class of Deputy Director BHCS in that the latter has overall planning, administrative and policy development responsibilities for BHCS.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes, directs and evaluates the Older Adults System of Care in the Behavioral Health Care Services through subordinate professional-level and/or managerial staff; provides leadership in the development and administration of organizational policy, system design, integration and planning and program development of older adult services.

2. Develops and implements older adult services policies, procedures, and best practices to meet regulatory requirements, county policies, goals and the delivery of mandated service levels.

3. Develops and implements programs and strategies in effective outreach, engagement, and wellness & recovery in older adult behavioral health care services.

4. Assures inter-agency and intra-agency collaboration and integration of older adult services, including the development of agency policies and procedures.

5. Coordinates planning and service delivery with Adult Systems of Care Director.

6. Collaborates efforts with BHCS administration and executive team, BHCS Human Resources, BHCS Wellness Recovery Resource Hub, BHCS Family Education Center, Community-Based Organizations, providers and other relevant parties to ensure the inclusion of wellness and recovery, cultural competence and best practices.

7. Negotiates and manages contracts, program services agreements and interagency agreements to meet the needs of older adult services in Alameda County.

8. Participates in the formation of recommendations for allocation of available funds for both county-operated and contracted services as it relates to older adult services.

9. Develops and administers adult services program budget; monitors expenditures; and coordinates fiscal, personnel and contract activities.

10. Represents Alameda County BHCS at State, local and national events/conferences to ensure that the Older Adult System of Care is in compliance with best practices in the care of and services to older adults.

11. Represents and provides liaison services for Alameda County Behavioral Health Care at State Departments of Mental Health and Alcohol and Drugs, Federal SAMHSA, etc.

12. Represents departmental positions, strategies, and needs to the Board of Supervisors and other County departments, (e.g. Office on Aging, Primary Care).

13. Coordinates service program activities with the services of other public and private agencies as it relates to older adult services.

14. Reviews, monitors and interprets proposed legislation and changes in laws and regulations relative to older adult services; assures administrative compliance with applicable federal and state laws and regulation.

15. Recruits, selects, evaluates and disciplines staff, either directly or indirectly through subordinate personnel.

16. Serves on a variety of committees and task forces; attends meetings and makes presentations as required.

17. Prepares a variety of correspondence, narrative and statistical reports, information for the Board of Supervisors, program documentation, policies, procedures and other written materials.

MINIMUM QUALIFICATIONS
Education:

Possession of a Master’s degree from an accredited university in Public Health Administration, Business Administration, Organizational Development, Clinical Psychology, Social Work, Nursing or a closely related field.

AND
Experience:

The equivalent of five years full time administrative/management post-graduate experience in community organization, planning and evaluation, budget, fiscal and personnel management in a community mental health or medical setting providing services to emotionally disturbed adults and their families.

(One year of full-time administrative /management experience in a geriatric setting may substitute for two years of the above experience.

OR

An equivalent to an AA degree or higher in Gerontology from a recognized college/university may substitute for one year of the above experience.)

License:

Valid clinical licensure from the applicable licensing authority in the State of California.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
