DESCRIPTION
Under general direction of the Deputy Director and/or Executive Leadership, will plan, develop, organize and direct the activities and staff of a Division of Behavioral Health Care Services and perform related work as required. A Behavioral Health Division may include a variety of aligned services and programs and/or operational or administrative units and functions. The Division Director, Behavioral Health Care Services, may be required to directly administer one or more division programs and to satisfy all professional qualifications and/or licenses required for the administration of assigned programs.


DISTINGUISHING FEATURES

This class is located in the Behavioral Health Care Services Department of the Health Care Services Agency. The incumbent of this class has responsibility for developing, organizing and administering the full spectrum of Division services. This class is distinguished from the next higher class of Adult and Children’s System of Care Director, which provides leadership in organizational policy, system design, system integration and planning and program development. It differs from the next lower class of Behavioral Health Clinical Manager, in that it has responsibility for directing and administering programs that represent the full spectrum of services along the continuum of care within the behavioral health delivery system, including integrated care and preventive care, in all treatment settings, and/or administrative programs and business functions that support the department.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Develops, organizes and administers a variety of aligned programs and/or functions that support the Division; develops policies and procedures for the Division, assists in developing overall program policy, goals and objectives, including local strategic planning efforts; evaluates existing policies, practices and standards of the various division programs for compliance with State, Federal and local guidelines and/or regulations; analyzes new legislation and its impact on programs and the departmental budget and makes recommendations to the Executive Team.

2. Develops, monitors, and coordinates assigned Division fiscal/operational processes, including an annual budget and plan for each funding source (e.g., Medi-Cal, Federal, State and other grant or local funds); maintains budget and fiscal controls of expenditures and revenues; reviews and adjusts budget according to changes in State/Federal/local or other grant allocations and anticipated and unanticipated changes in service expenditures and revenues;

3. Directs a large complement of multidisciplinary staff through subordinate management personnel and provides administrative direction to staff.

4. Provides administrative oversight to the billing and claiming activities within the division, including extensive leveraging efforts and fee-for-service billing where applicable.

5. As required, participates in quality management activities related to State, Federal and Medi-Cal Managed Care Plan requirements.

6. Where applicable, implements clinical services and programs following State and Federal regulations and establishes, in consultation with others, local operational policies; and assures that services are appropriate to the target population.

7. Oversees planning and development of policies, programs and processes within the division; analyzes data to assist in division management strategic planning efforts and the development of performance metrics; administratively oversees operational systems that support administrative, operational, fiscal and data needs.

8. Serves as a resource to division staff in maximizing programmatic design and operations, as well as achievement of compliance with all applicable professional and regulatory requirements. Administers multiple complex behavioral health programs representing administrative functions and/or direct service delivery.

9. Recruits, hires and trains professional and support staff; assigns, reviews and evaluates staff performance; and provides corrective action as needed.

10. Partners with State, and local agencies for coordination and implementation of division programs and activities; acts as liaison to advisory boards and community groups; serves as Health Care Services Agency and departmental appointee to various committees, task forces, and councils; represents the department in matters concerning division programs; effectively articulates the intent, value and contributions of all operations within the division.

MINIMUM QUALIFICATIONS
Either I

Education:

Possession of a Master's degree in Public Health, Public Policy, Public Administration, Social Work, Nursing, Psychology, Marriage and Family Therapy or closely related field.

And

Experience:

The equivalent of five years of full-time, post-graduate professional management and supervisory experience in directing a large public or private health care program or organization, which must have included progressive responsibility in planning, organizing and providing leadership in the areas of program operations, management and evaluation. Some division assignments may also require at least one year of management experience in the administration of clinical services.

License:

If required by the incumbent’s division assignment, possession of a current valid clinical license from the applicable licensing authority in the State of California.

Possession of a valid California Motor Vehicle Operator's license.
