DESCRIPTION
Under direction, to plan, organize, and direct a large group of closely related services or programs in a public health or mental health department; to coordinate services with other County health agencies; to provide professional consultation; and to do related work as required.

DISTINGUISHING FEATURES

Physician V's manage a division/department in the Health Care Service Agency. It is further distinguished from the classification of Physician IV in that the Physician IV exercises functional and administrative supervision over a program. Their services or programs may also be recognized by the medical community as being the most essential to the operation of a public health or mental health program. They report directly to a Medical or Department Director.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes, and directs a major service; supervises a multidisciplinary team and paramedical staff; coordinates the assigned service with other County health services; evaluates existing programs; and plans, organizes, and directs new programs within the assigned service.

2. Prepares and conducts educational programs for the physician community in areas such as Grand Rounds and medical society meetings.

3. Recruits, interviews, and evaluates professional staff assigned to the service.

4. Acts as liaison between the service and all other clinical, paramedical, and administrative services.

5. Conducts medical examinations and prescribes treatments and provides consultative services to the professional staff and to other services.

6. Recommends and prepares applications for grants for patient care programs, research and educational activities from governmental agencies and other sources such as private foundations.

7. Convenes and chairs morbidity and mortality reviews including jail, and fetal/infant mortality reviews.

8. Participates in hospital clinical committees and the Alameda Contra Costa Medical Association.

9. Provides state and federal testimony on specific clinical disease areas such as tuberculosis, autism, environmental justice, toxic spill, new and emerging diseases, cancer clusters, etc.

MINIMUM QUALIFICATIONS
EITHER I

The equivalent of two years in the class of Physician IV in the Alameda County Classified service. (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts.)

OR II 

The equivalent of four years of post-residence experience which must have included at least two years of experience with teaching, supervisory, and administrative responsibility.

Education:

If appointed to a Public Health Director position, possession of an MPH from an accredited college or university,

AND
License:

Possession of a valid license to practice medicine in the State of California.

Special Requirements:

  1. In compliance with the Administrative Simplification provision of the Health Insurance and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job.
  2.  In compliance with Medicare regulations, employees in this classification are required to complete the "Medicare Enrollment Process for Physicians and Non-Physician Practitioners" through the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services, prior to their first day on the job. Active enrollment in Medicare is a condition of employment. Failure to attain or maintain active enrollment will result in termination.
  3. In compliance with the Department of Health Care Services (DHCS) and the Federal Cures Act, Employees in this classification who are required to render direct specialty mental health services in the course of their assignment must successfully be enrolled in Provider Application and Validation for Enrollment (PAVE) web portal prior to commencing employment.  

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
