Under general direction, assists in the administration, coordination and direction of the Public Health Nursing Division; assists in planning, implementing, and evaluating programs within the Public Health Department; and does related work as required. DISTINGUISHING FEATURES This single position class is located in the Public Health Department and reports to the Director of Public Health Nursing. The incumbent of this class serves as the principal assistant to the Director of Public Health Nursing in the formulation and evaluation of major health programs and general policies and procedures related to public health nursing. This class is distinguished from the next lower level class of Registered Nurse IV by the exercise of day-to-day managerial and supervisory guidance to the Nurse Managers and nursing services. This class is further distinguished from the next higher level class of Director of Public Health Nursing in that the latter class has overall administrative and policy development responsibilities for the Public Health Nursing Division. |
EXAMPLES OF DUTIES

Each individual in the classification does not necessarily perform all duties listed. 1. Assists the Director, of Public Health Nursing, in the development and implementation of mission, vision and value statements and goals, policies, procedures and protocols, nursing standards, and program formulation for the Public Health Department, and collaborating programs, departments and agencies. 2. Acts as the Director of Public Health Nursing in his/her absence; represents the division in meetings and committees. 3. Provides programmatic, administrative and clinical leadership, direction and oversight to professional, paraprofessional and support staff, including oversight of hiring, supervision, coaching and professional development and performance management of subordinate staff in assigned units. 4. Assist the Director of Public Health Nursing in the preparation of division budgets and monitors cost control activities relative to personnel, supplies, equipment, and facilities expenditures. 5. Provides consultation and guidance on program/division-wide directives, ensuring quality customer service and compliance with all federal, state and local rules and regulations as well as agency and departmental policies and procedures. 6. Assist in the development of nursing care standards and assures their implementation, documentation and evaluation. 7. Develops staff performance standards and ensures adherence to the nursing employee evaluation schedules. 8. Evaluates the education and training needs of nursing personnel, and makes recommendations to promote professional development and meet nursing division goals and operational efficiency. 9. Oversees the development and implementation of a total quality assurance/quality improvement program for the division. 10. Participates in the development, implementation, management, and evaluation of the Nurse Training Academies and the division’s employee orientation programs. 11. Analyzes data derived and makes recommendations for new and/or revised programs to facilitate achievement of quality care. 12. Assists the Director of Public Health Nursing in determining key performance measures of success for the division and developing and implementing work standards and reporting requirements. 13. Monitors nursing licensing regulations and accreditation standards compliance. 14. Conducts research and/or studies related to population health, health equity, health care and health care delivery. 15. Prepares a variety of correspondence, narrative and statistical reports, program documentation, policies, procedures, and other written materials. 16. Operates a variety of standard office equipment including a computer; may drive a County or personal vehicle for division and/or public health department business. 17. Participates in departmental-wide, or program-specific, on-call rotation; may participate in specific initiatives or provide direct client care as needed. |
MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree in business administration, public administration, health/healthcare management/administration, nursing or public health from an accredited college or university. AND Either I The equivalent of five years of full-time experience in the class of Registered Nurse IV or Registered Nurse V in the Alameda County classified service. OR II The equivalent of seven years of full-time professional experience as a Nurse Manager with responsibility for the management and direction of a multi-faceted nursing program or division and multi-disciplinary staff, including program and budget development, organizational/operational planning, development, evaluation and the coordination of community resources at a level equivalent to Alameda County’s Registered Nurse IV. Substitution: Possession of a master’s degree in business administration, public administration, health/healthcare management/administration, nursing or public health from an accredited college or university may be substituted for two years of the required experience in either pattern above. Licenses and Certificates: Possession of a current and valid license to practice as a Registered Nurse in California. Possession of a current and valid California Public Health Nurse Certificate (PHN).Possession of a valid Basic Life Support (BLS) for Healthcare Providers – Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) – certificate by the American Heart Association. Valid California Motor Vehicle Operator’s license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
