Under direction, to assist a Bureau or Division Chief in implementing policies and establishing and administering procedures for county-wide Public Health Service programs; and to do related work as required.
DISTINGUISHING FEATURES Senior Public Health Nurses act as administrators and coordinators for the Public Health Services, Division of the Health Care Services Agency, in several programs. A major portion of their duties consists of liaison between the program and other divisions, departments, or outside agencies, and interpretation of program policies and procedures. Senior Public Health Nurses may supervise registered nurses and assigned clerical staff. Senior Public Health Nurses generally receive supervision from a Bureau or Division Chief, but the Senior in charge of the clinics is supervised by a District Nursing Director. Supervision of incumbents in the lower class of Public Health Nurse is normally assigned to Supervising Public Health Nurses in district offices. |
EXAMPLES OF DUTIES

1. Assists with the administrative aspects of a Public Health Services program, such as Tuberculosis, School Health, Maternal and Child Health, or Home Health Aide; serves as a resource person working closely with district health personnel in the day-to-day implementation of the program; coordinates activities with other programs or departments; prepares and maintains program manuals; prepares material for budget requests; maintains expenditure controls; may supervise a small group of clerical personnel. 2. Manages several clinics in the central office building by preparing the physical setting, ordering supplies, reviewing records, interviewing patients, and answering questions or allaying fears; discusses patient's problems with physicians; explains findings, gives guidance, and teaches principles of health to patients; supervises, trains, and evaluates clinic personnel. 3. Provides consultative services to nursing home personnel on patient evaluation, education programs, and staff recruitment and assignment; recommends appropriate measures to correct deficiencies in nursing services; instructs on proper maintenance of patient records, safe cleaning methods, and sterilization of equipment; maintains records on inspections, conferences, consultations, and other problem activities relating to nursing homes. 4. Prepares reports, handles correspondence, maintains program records, attends committee meetings and conferences, compiles statistics for special reports and coordinates forms control with the statistical division. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of one year of experience in the class of Public Health Nurse in Alameda County. Or II Education: Possession of a bachelor's degree from an accredited college or university and successful completion of a Public Health Nursing program approved by the California State Board of Health, And Experience: The equivalent of two years of full-time general experience as a Public Health Nurse. (Possession of a master's degree in Public Health may be substituted for one year of the required experience.) License: Valid License to practice as a Registered Nurse in California. Valid certificate as a Public Health Nurse in California. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
