DESCRIPTION
Under direction of the Behavioral Health Care Medical Director, to direct, plan, organize and supervise the Alameda county Behavioral health Care Services Pharmacy.  Direct, implement and evaluate goals, objectives, policies, and procedure related to the Pharmacy Division; and select, train and supervise clinical, technical and clerical staff.

DISTINGUISHING FEATURES

This is a single position classification located in the Behavioral Health Care Services Office of the Medical Director.  The Pharmacy Director directs the Pharmacy Division for the Department of Behavioral Health Care Services and Health Care Services Agency; and reports directly to the Medical Director of Behavioral health Care Services.  The Pharmacy Director has specialized training and knowledge in psychotropic and other medications with a focus on clients and community needs.  In addition to administrative duties, this position provides direct clinical services to clients and consultation to medical staff, at outpatient programs and inpatient hospitals.

EXAMPLES OF DUTIES
NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

1.  Directs, plans, coordinates and evaluates the total operation of the Pharmacy for Alameda County Behavioral Health Care Services Agency.

2.  Directs all pharmacy personnel, specialized clinical services, direct patient care services, purchasing, organization and administrative operations of the Pharmacy Division.

3.  Supervises, interviews, trains and evaluates clinical, professional, technical and clerical staff.

4.  Directs, performs and coordinates pharmacist direct patient clinical activities and pharmacy consultation in County clinics, jails, inpatient hospitals and step-down levels of care.  Examples of direct patient clinical care duties and supervision include: patient assessment, administering and ordering of prescriptions and laboratory tests, comprehensive medication management, smoking cessation, opioid overdose prevention and education groups, and clinical consultations to primary care, level 1 and 3 clients and SUD clients.

5.  Directs, plans, coordinates and evaluates the Health Plan of Alameda County (H-PAC), Alameda County Care Connect (AC3), and the 340B program utilized by Alameda Health System for hospital and outpatient clinics.

6.  Assures compliance of pharmacy operations with applicable state and federal laws and regulations.

7.  Coordinates all matters relating to the distribution and control of medication, special or investigational drugs and non-formulary drugs.  Determines clinical necessity for medications through a prior approval process.

8.  Negotiates contracts with outside vendors, consultants or organizations, administer and monitor contracts.  Directs and manages the Pharmacy Benefit Management (PBM) services and laboratory services contracts for Alameda County Behavioral Health Care Services.

9.  Responsible for the compilation and administration of the pharmacy budget.  Plans long range goals and short-term service requirements for the Pharmacy Division.

10. Edits and revises the drug formulary and advises the County and community-based organization’s (CBO) medical staffs of additions and deletions.

11. Co-directs the Psychiatric Practices Committee (P & T / formulary).  Continuing Medical Education Committee and represents Behavioral health Care Pharmacy Services on County and State Pharmacy and therapeutics committees and other committees as assigned.

12. Keeps department informed of new drugs, innovations, and regulatory changes in the pharmaceutical and health care industry.  Through policy updates and monitoring mechanisms, ensures that Pharmacy Division procedures conform to Federal, State, and Accreditation Commission rules and regulations.

13. Coordinates with Information Systems in the evaluation and maintenance of Electronic Health Record, E-prescribing and E-laboratory systems.

14. Responsible for periodic inspections of drug storage sites in the outpatient clinics, and as requested by hospitals and correctional settings.

15. Institutes new programs as necessary and assists in in-service training with clinic staff, provides continuing medical education to prescribers and clinicians, participates in clinical work groups.

16. Directs and coordinates affiliation with teaching institutions overseeing the supervision of pharmacy doctorate students and their direct patient clinical activities at BHCS affiliated sites. 

17. Updates the medication monitoring guidelines; performs medication monitoring and reports findings to the Medical Director, Quality Improvement Committee, state and federally mandated oversight bodies.  Provides clinical medication monitoring to the Children’s System of Care to comply with State policies for care coordination to foster youth.

18. Monitors prescribing practices of psychiatrists for long-range planning and cost analysis.

19. Implements various cost reduction programs

20. Liaison to various pharmaceutical firms, applying for unrestricted educational grants and seeking reimbursement for indigent patients through applications from the various pharmaceutical firms.

MINIMUM QUALIFICATIONS
Either I

Experience:

The equivalent of two years of experience as a psycho-pharmacologist in a mental health setting.

Or II

Education:

Graduation from a specialized residency program in psychiatric pharmacy practice at an accredited university or program.

Two years of pharmacy management experience in a large health care organization preferred but not required.

License:

Possession of a valid license to practice pharmacy in California.

NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
