DESCRIPTION
Under direction of the Pharmacy Director assists Director and other pharmacists in all areas of pharmacy services and does related work as required.

DISTINGUISHING FEATURES

Positions in this class are distinguished by their responsibility to perform a variety of pharmacy-related tasks in support of the Director of Pharmacy Services. This class is distinguished from that of Pharmacist, BHCS in that the latter is licensed to perform professional pharmaceutical work.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Under the supervision the Pharmacy Director, reviews the medication supply at each BHCS-covered program on a quarterly basis with using the Board of Pharmacy criteria. Transports medication to the program as needed, and disposes of expired medications as required.

2. Under the supervision the Pharmacy Director, reviews the Patient Assistance Medications, clients and perpetual inventory documentation at each participating MIA Program Pharmacy on a quarterly basis. Transports medication from the program(s) to the pharmacy (ies).

3. Under the supervision of the Pharmacy Director, participates in the Provider Site Certification Visits as required to review all medications stored at the program. Providers pharmacy support to the Program Specialist(s) coordinating such visits.

4. Coordinates the completion of Patient Assistance Program applications by meeting directly with the physician, case manager and client as needed. Transports medication from the program(s) to the pharmacy (ies) and vice a versa.

5. Supports the BHCS Pharmacy Director with interacting and resolving client-related issues with contracted pharmacies. Supports the determination whether the department’s provisions are met by the pharmacies, ensuring that the pharmacy costs are billed to the correct payer source, and acting to reduce patient pharmaceutical costs to the county.

6. Coordinates the collection of monthly pharmacy expenditure data. Compiles and organizes information from multiple sources in order to generate reports for departmental evaluation of savings and effectiveness of Pharmacy Benefit Management system.

7. Maintains ongoing communication with medical, clinical and pharmacy staff, as well as with those of non-county operated agencies and hospitals, county departments and pharmaceutical companies.

8. Supports the BHCS Pharmacy Director with maintaining Drug Representative Policy and orientation documentation.

9. Supports the BHCS Pharmacy Director with the indigent drug program by researching which patients are eligible for free medications provided by pharmaceutical companies and registering clients. Compiles and reviews expenditure reports each month, and projects savings to pharmaceutical budget for the department.

10. Performs special research projects as assigned by the BHCS Pharmacy Director. Collects and compiles data and reports regarding medication usage and cost to assist with departmental projections regarding the effectiveness of high cost drugs as well as analyzing medication-related outcome measures.

11. Coordinates ordering of tamper-resistant prescriptions for medical staff from State approved vendor.

12. Maintains physician information in BHCS MD Database and uses information for a variety of interfaces with vendors such as PBM, lab, online resources and primary care providers.

13. Acts as liaison with our Pharmacy Benefit Manager, clinics, pharmacy network, pharmacists and prescribing psychiatrists, as directed by the BHCS Pharmacy Director; participates on conference calls as required.

14. Supports the BHCS Pharmacy Director with the monthly medication reversals by identifying revenue to be credited to BHJCS form network pharmacies billing prescriptions to incorrect payer.

15. As directed by the BHCS Pharmacy Director, revises and maintains BHCS Medication and Pharmacy User Guide.

16. Maintains accurate records and files of PBM data and budget information, as directed by the BHCS Pharmacy Director.

17. Provides initial screen and support for calls and inquiries regarding pharmacy issues, client medications or any clinician or physician support.


MINIMUM QUALIFICATIONS

Education:
Possession of a valid Pharmacy Technician license issued by the California Board of Pharmacy

AND

Experience:
The equivalent of one year of full time experience performing pharmacy- related work in an acute hospital pharmacy or community pharmacy.

License:
Possession of a valid Pharmacy Technician Registration issued by the California State Board of Pharmacy.
Possession of a valid California motor vehicle operator’s license. 

In compliance with the Department of Health Care Services (DHCS) and the Federal Cures Act, Employees in this classification who are required to render direct specialty mental health services in the course of their assignment must successfully be enrolled in Provider Application and Validation for Enrollment (PAVE) web portal prior to commencing employment.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
