DESCRIPTION

Under direction, to supervise and review the work of a group of Environmental Health Specialist Trainees, Environmental Health Specialists, Senior Environmental Health Specialists and support staff for conformity with established policy and procedures; to assist in planning, developing and evaluating the Environmental Health Program; to assist the Chief, Environmental Health Operations and/or the Chief, Environmental Protection and to act in his/her absence; and to perform related work as required.
DISTINGUISHING FEATURES This is the first supervisory level in the Environmental Health Specialist series. Incumbents of positions in this class are assigned to a major geographical area comprising several districts or are assigned to a program area. They are responsible for maintaining an adequate level of service and quality and quantity of work in the district/program they supervise. Supervision is received from the next higher classes Chief, Environmental Health Operations or Chief, Environmental Protection in conferences devoted to work problems, personnel and policy matters. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Receives, reviews and approves staff records, daily work logs and correspondence for accuracy, completeness, propriety of recommendation and conformity to departmental policy. 2. Makes periodic field inspections with staff to develop familiarity with district problems, to observe and evaluate staff inspection and educational techniques, and to guide staff members in work problems. 3. Holds periodic conferences with staff members to discuss, guide, and train them in technical environmental health problems, and departmental policy and to review and evaluate the employee’s work. 4. Supervises the review of construction plans for public food establishments, swimming pools, and waste disposal/treatment systems to ensure compliance with Environmental Health requirements and all applicable laws and regulations. 5. Confers periodically with the Chief, Environmental Health Operations and/or Chief, Environmental Protection to clarify problems, policies, programs. 6. Receives and screens non routine calls from the public; refers unusual matters and difficult problems to the Chief, Environmental Health Operations and/or Chief, Environmental Protection. 7. Provides orientation and training of new personnel, students and the public. 8. Assists in preparing proposed ordinances and legal documents. 9. Directs investigations to gather evidence, determine facts of violation, and document such facts; may testify in court. 10. Conducts annual employee evaluation and provides necessary counseling and follow-up. |
MINIMUM QUALIFICATIONS

Education:
Graduation from an accredited college or university with major work in Environmental Health science or a related field, AND Experience: The equivalent of three years of full-time experience as a Registered Environmental Health Specialist performing a full range of Environmental Health work in a public agency. Certificate: Valid certificate of registration as an Environmental Health Specialist in the State of California. License: Possession of a valid California Driver’s license. NOTE: All candidates must provide their own vehicle. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
