Under direction of the Chief, Vector Control Services District, the Vector Control Program Manager provides supervision and guidance for the Supervising Vector Control Biologists and Senior Vector Control Biologists and Vector Control Biologists for the County Vector Control Services District; assists the Chief in the overall administration of the District; assists in managing and developing all vector control programs; provides technical expertise in the field of vector control and vector-borne disease and surveillance; consults with staff on policy and current pest management practices, and environmental related matters; performs other duties as required.
DISTINGUISHING FEATURES The Vector Control Program Manager has specialized program responsibility, providing direction and guidance for the programs administered by the Vector Control Biologists. The Vector Control Program Manager is responsible for direct supervision of the Supervising Vector Control Biologists. In addition, this class provides oversight for the programs assigned to the Senior Vector Control Biologists and monitors program accomplishments for incorporation into the annual report. Incumbent is responsible to develop and coordinate staff trainings, education seminars/symposiums, and bed bugs training certification program. This management class manages a comprehensive vector program that requires both technical capability and management skill. This is distinguished from Chief, Vector Control Services District, which has overall management authority for the staff, activities and functions of the District. |
EXAMPLES OF DUTIES

1. Oversees and provides day-to-day direction, through subordinate supervisors, of a program of vector surveillance, suppression and public education. 2. Assists the Chief in development and implementation of policies and procedures; coordinates surveillance programs between the Senior Environmental Health Specialist and Vector Control Biologists; and implements after approval. 3. Acts as District liaison and provides technical assistance to County departments, other governmental agencies, professional organizations and the public. 4. Assists the Chief in long- and short-range planning; including: documenting program accomplishments for the budget and annual report; preparation and maintenance of contracts; monitoring expenditures and contractual service agreements; providing assistance and direction in a variety of administrative services areas. 5. Oversees the District’s conformance with the cooperative agreement with California Department of Health Services and Department of Pesticides Regulations, monitoring certification training, and submission of monthly pesticide reports. 6. Provides technical training and procedural assistance to staff; develops and conducts in-service training for the Vector Control Biologists. 7. Plans, coordinates, and evaluates current environmental issues such as CEQA and NPDES permits. 8. Acts as the primary contact with the California Mosquito & Vector Control Association, California Department of Public Health, and the Center for Vector-borne Diseases. 9. Consults with staff, other County departments and outside organizations which may require tact and judgment. 10. Monitors legislative and regulatory changes that may affect divisional operations; determines levels of impact and drafts policy to comply with changes. 11. Prepares a variety of correspondence, narrative and statistical reports, information for the Board of Supervisors and other written materials; accesses varied data bases or uses information from various sources to prepare such materials. 12. Operates a variety of standard office equipment including a computer; drives a County or personal vehicle to make field investigations and attend meetings. |

Knowledge of: • Management principles and practices, including work planning and employee supervision. • Principles and practices of vector surveillance and control. • Principles of Integrated Pest Management practice, and environmental health issues that related to vectors and nuisance species. • General knowledge of current laboratory methods to support surveillance programs. • Principles of public administration, financial analysis and report writing. • Computer software, applications and hardware related to the work environment. • Principles of budget, contract administration and interpreting financial records. • Office administrative practices and procedures, including records management and the operation of office equipment. Ability to: • Provide oversight and supervision to an established vector control program. • Plan, supervise, review and evaluate the work of others, either directly or through subordinate supervision. • Prepare clear and accurate reports, correspondence, procedures, policies and other written materials. • Represent the department and the County in meetings with varied groups and organizations. • Organize and prioritize work in order to meet critical deadlines. • Exercise tact, sensitivity and sound independent judgment when communicating with staff, general public and other governmental agencies. • Establish and maintain effective working relationships with staff, general public and other governmental agencies. |
