DESCRIPTION
Under administrative direction, to plan, manage and oversee the staff and activities of the County Vector Control Services District; to further department, agency and County goals and objectives; to act as the County consultative expert in the field of vector surveillance and control; and to do related work as required.

DISTINGUISHING FEATURES

This management class manages a comprehensive vector control program, established as a separate services district within the County. In addition to surveillance and control functions, the district has legal enforcement and public education responsibilities. Successful performance of the work requires both technical capability and management skill, as this activity operates independently of, although cooperatively with, other environmental health programs and functions.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, manages, reviews and evaluates a County-wide program of vector surveillance and suppression and public education.

2. Coordinates long- and short-range program planning; develops goals and objectives; develops and implements policies and procedures to meets goals and objectives and implement programs.

3. Prepares the annual budget for the district; reviews and approves expenditures, monitors expenses and approves budget transfers as required.

4. Plans, organizes, supervises through subordinate managers, reviews and evaluates the work of assigned staff; selects staff, provides for their training and professional development; implements discipline as required.

5. Acts as the primary District liaison and provides technical assistance to County departments, other governmental agencies, professional and business organizations and the public; develops and implements varied educational programs.

6. Initiates legal enforcement of State and local laws and regulations when necessary; follow up as required.

7. Develops and conducts specific research programs and epidemiological investigations; reviews reports and makes recommendations for action and implements changes as appropriate.

8. Provides technical training and procedural assistance to staff; develops and conducts in-service training for professional staff, including supporting and facilitating mandated certification training.

9. Interprets and applies a variety of complex policies, rules and regulations; provides information to employees, other departments and outside organizations which may require tact and judgment.

10. Monitors legislative and regulatory changes that may affect divisional operations; develops, disseminates and implements policies and procedures to support programs and activities.

11. Prepares a variety of correspondence, narrative and statistical reports, policies, procedures, newsletters, information for the Board of Supervisors and other written materials; accesses varied data bases or uses information from various sources to prepare such materials.

12. Operates a variety of standard office equipment, including a word processor and/or computer; drives a County or personal vehicle to make field investigations and attend meetings.

MINIMUM QUALIFICATIONS
Education:

The equivalent to graduation from a four-year college or university (180 quarter units or 120 semester units) with a major in biology, a related physical or biological science or a field that would provide the knowledge and abilities outlined below,

And
Experience:

The equivalent of three years of full-time supervisory or administrative experience in vector surveillance and/or control. This experience must have included program planning and evaluation.

Licenses:

Must possess a valid California driver's license.
Must possess California State certification in Vertebrate, Invertebrate and Mosquito Pest Control.
Registration as an Environmental Health Specialist is desirable.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

Knowledge of:

• Management principles and practices, including work planning, employee supervision and business management.
• Principles and practices of vector surveillance and control.
• General knowledge of current laboratory methods to support surveillance programs.
• Practices and techniques of administrative and financial analysis and report preparation.
• Computer applications and hardware and software related to the work.
• Budgetary, contract administration and financial record keeping and reporting practices.
• Office administrative practices and procedures, including records management and the operation of standard office equipment.

Ability to:

• Plan, manage, review and evaluate a multi-faceted vector control program.
• Plan, supervise, review and evaluate the work of others, either directly or through subordinate managers.
• Plan and conduct complex administrative and operational studies.
• Research, compile and summarize varied information, evaluate alternatives and reach sound conclusions.
• Interpret, explain and apply complex policies, regulations and procedures.
• Prepare clear and accurate reports, correspondence, procedures, policies and other written materials.
• Represent the department and the County in meetings with varied groups and organizations.
• Organize and prioritize work and meet critical deadlines.
• Exercise sound independent judgment within established policies and guidelines.
• Establish and maintain effective working relationships with those contacted in the course of the work.
