DESCRIPTION

Under general supervision, to provide social work consultation and evaluation services, to assist in program planning and development of measurable program goals and objectives; to develop methodology for program evaluation and help to set standards for delivery of services.

DISTINGUISHING FEATURES

The Public Health Social Worker is attached to the Office of Program and Services Evaluation in Public Health Services. She/he will function as part of a team assisting program personnel throughout Public Health Services in developing goals and methods for evaluating whether these goals have been met.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Serves as a liaison between clients of Public Health Services and the Office of Program and Services Evaluation. Explains the purpose and objectives of the evaluation process to community groups and/or clients and solicits information from them.

2. Assists in planning and conducting community needs assessments for evaluation projects and in designing and conducting client interviews.

3. Assists in developing standards of performance, based on accepted social work practices.

4. Participates as a project leader and/or team member in the application of evaluation techniques to specific programs and services in Public Health.

5. Serves as a consultant to Public Health Services personnel who require assistance in applying the overall evaluation methodology to their programs in an ongoing manner.

6. Assists in the interpretation of data, as well as preparation of written reports and recommendations.

MINIMUM QUALIFICATIONS

Either I

Education:

Possession of a master's degree in social work from an accredited college or university and completion of an approved public health social work internship program. (A master's in public health may be substituted for the latter.)

Or II

Education:

Possession of a master's degree in social work from an accredited college or university with specialization in public health, medical or psychiatric social work,

And

Experience:

The equivalent of one year of full-time, paid experience as a professional social worker in a clinical or public health setting.

Or III

Some acceptable combination of education and appropriate experience.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

· Principles, procedures, terminology, trends, and standards of social work practice.
· Dynamics of personal and social adjustment and counseling relationships.
· Effects of social, emotional, and economic factors involved in illness, disease, incapacitation, and disfigurement.
· Methodologies used in evaluating health care and social work services.
· Scope, activities, and functions of the various professional groups in the field of social work and public health.
· Community resources for medical care and health services.
· General laws relating to health and welfare services available at the County level.

Ability to:

· Develop effective casework consultation relationships with staff.
· Provide effective liaison with community groups and assist in coordinating community resources in medical care and health service programs.
· Write and speak effectively.
· Assist program personnel and planners to set measurable goals and objectives, as well as standards for the quality of services provided, according to acceptable social work practices.
