DESCRIPTION

Under general supervision, to plan and conduct assigned programs in health education; to develop and implement health education programs or special treatment programs; and to do related work as required.

DISTINGUISHING FEATURES

These positions are located within the Health Care Services Agency. The two levels are distinguished from one another in that the Health Educator II is involved in the planning, development and implementation of the more complex, less structured continuing health education programs. Additionally, the scope of program responsibility is greater at the Health Educator II level. The Health Educator II may also assume the role of project leader over programs assigned to Health Educator I's.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Works with schools, community organizations and detention facilities to promote interest and support of the objectives and programs of the Health Department or treatment center; attends and addresses meetings, acts as an advisor to organizations; arranges meetings and obtains speakers; recruits volunteer workers for department programs.

2. Acts as health education consultant to departmental divisions; attends staff conferences and advises on means by which programs and objectives can gain community support; prepares written material such as pamphlets, news releases, and radio scripts, and utilizes graphic material such as posters to interpret and publicize department services and programs.

3. Conducts an information service to fill department and community needs; screens published material for acquisition and maintains a stock of pamphlets, leaflets, films, posters and other health education materials for distribution to the public and the department staff; maintains the staff library and acquires references, periodicals, and material of professional interest.

4. Represents the Health Care Services Agency in professional and community affairs; performs community relations activities.

5. Assists in planning community or school dental health surveys involving a large portion of the community population; works with dentists in providing effective dental health education among persons surveyed.

6. Plans, organizes, and conducts orientation programs for new employees; assists in setting up in-service training programs; arranges tours and talks for visitors and other persons interested in the department's functions and programs; conducts health education programs for incarcerated individuals at County correctional facilities.

7. Supervises staff assigned to health education programs.

MINIMUM QUALIFICATIONS

Either I

Experience:

The equivalent of one year of experience in the class of Health Educator I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Education:

*Graduation from college and the possession of a master's degree in public health with specialization in public or community health education awarded on completion of a program of study accredited by the American Public Health Association,

And

Experience:

The equivalent of two years of experience as a Health Educator.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

Knowledge of:

• Principles and practices of public health education, including techniques and materials used.
• Public Health functions, programs, and objectives of Health Department and related agencies.
• Scope of Public Health services.
• Community structure and dynamics, including community relations and methods of group development.
• Methods of mass communication, such as newspapers, radio, television, and use of graphic arts.

Abilities:

• Planning and conducting health education programs.
• Working with community groups, and private and public agencies in developing and accomplishing health education programs and developing and maintaining cooperative relationships with lay and professional persons.
• Developing informational material in written and graphic form.
• Speaking and writing clearly and effectively, adapting the presentation of material to the group and the media used.
