DESCRIPTION
|
Under the direction of the Director of Emergency Medical Services (EMS) or a subordinate manager, positions in this classification facilitate the operations of the programs of the Emergency Medical Services District, a division of the Health Care Services Agency, and the Local Emergency Medical Services Agency for Alameda County. Employees in this classification are responsible for helping to ensure the effective, efficient, and cohesive delivery of emergency medical services by all hospitals, public safety agencies, and private providers to the visitors and citizens of Alameda County.
DISTINGUISHING FEATURES
Positions in this classification develop and implement requirements and standards relating to the provision of emergency medical services (EMS) in accordance with state and federal regulations, in collaboration with and as stipulated by the EMS Director and EMS Medical Director. These positions provide oversight of emergency medical services operations and training provided by dispatch, fire departments, police, civilian and professional first responders, 911 emergency ambulance providers, hospitals, trauma systems, non-emergency medical transportation providers, and specialty systems of care including pediatrics, trauma, cardiac, and stroke centers. Incumbents in this classification may facilitate the coordination and management of medical health-focused disaster preparedness and response functions for the County and/or region.
Specific assignments and the range of duties performed within assignments vary depending on professional experience and certification/licensure.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Develops and manages contracts with system providers to ensure the delivery of high-caliber 911 emergency communication, fire first response, emergency ambulance and non-emergency transportation, and emergency medical specialty care services.
- Provides oversight, guidance, and coordination of the provision of emergency medical services, ensuring the delivery of appropriate medical care to patients while protecting the interests of the community at large by maximizing the use of available emergency medical resources in Alameda County.
- Confers with, assists, and advises emergency services providers and the public on matters pertaining to emergency medical services.
- Oversees the provision of emergency medical services at large-scale pre-planned events, multi-casualty incidents, and during other high risk / high consequence events; and may staff the Medical Health Branch of the Alameda County Emergency Operations Center (EOC) or support the functions of subordinate EOCs.
- Investigates concerns of non-compliance, unprofessionalism, or criminal behaviors by emergency medical services providers; recommends appropriate corrective actions, including penalty assessments, suspensions and revocations of operating permits, referral to legal authorities, and other corrective actions.
- Makes routine and unannounced inspections of emergency medical service providers.
- Monitors components of overall emergency medical service delivery to ensure medical appropriateness and continuity of patient care.
- Oversees EMS training programs, both public and private, ensuring regulatory compliance and the provision of high-quality emergency medical education including offering guidance and support; serves as educator and mentor to under-represented community members enrolled in EMS District’s Emergency Medical Technician (“EMT”) training program.
- Facilitates the provision of data to the California State EMS Authority to support the development of best practices for managing and improving emergency medical services within the state and nationally.
- Provides leadership and technical expertise to facilitate data collection, research, and evidence-based practices in order to continually enhance the policies, procedures and protocols of the EMS system.
- Enforces Federal, State, and local regulations pertaining to EMS systems including but not limited to medical control in accordance with the legal responsibilities and authorities of a local emergency medical services agency.
- May assume responsibilities of the Medical Health Operational Area Coordinator (MHOAC), EOC Medical Health Branch Director, and/or the Regional Disaster Medical Health Specialist (RDMHS); and coordinates both internal and external local and/or regional resources.
- Promotes community preparedness and resiliency through the design and delivery of relevant training to emergency responders and community members including but not limited to multi-casualty care, CPR/AED use, and other first aid or injury prevention programs.
- Identifies and secures funding streams for emergency medical services related programs through such sources as grants and donations.
- Develops and implements programs to address the needs of special populations, ensuring that they receive appropriate medical care.
- Serves as the EMS duty Officer on a revolving schedule, providing on-call consultation and response on a twenty-four-hour a day basis including but not limited to the provision and coordination of clinical and operational emergency medical services.

MINIMUM QUALIFICATIONS
|
Experience:
The equivalent of three (3) years of full-time, progressively responsible experience performing duties that included program design, planning, implementation and/or evaluation in a health care organization focused on the provision of emergency medical services or in a 9-1-1 dispatch center that performs emergency medical dispatch.
AND
EITHER I
License:
Possession of a current, valid license as a Registered Nurse in the State of California,
OR II
Possession of a current, valid license as an EMT-paramedic in the State of California.
OR III
Possession of a current, valid certification as an EMT-Basic in the State of California.
OR IV
Possession of a current, valid EMD certification.
OR V
Possession of a current, valid license as a Physician’s Assistant in the State of California.
AND
Possession of a valid California Driver’s license is required.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
