DESCRIPTION
|
Under general direction, administers the operation of the Emergency Medical Service (EMS) District Program of the Health Care Services Agency, a County Service Area that is funded by a special tax. The EMS program is designated by the Alameda County Board of Supervisors as the Local EMS Agency for Alameda County in accordance with Division 2.5 of the California Health and Safety Code.
DISTINGUISHING FEATURES
This is a single position class in which the incumbent reports to the Director of Health Care Services Agency, a County Services Agency. The position is distinguished from other position sin that the incumbent is assigned authority and responsibility to direct the County's Emergency Medical Service Program and to manage the operations and budget of the County Service Area 1983-1, the EMS District.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties an an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Plans, administers, organizes, evaluates, and directs the County's Emergency Medical Services system, including services provided by multiple provider agencies (public and private); and ensures, compliance with all State and Local laws, regulations and other requirements applicable to Local EMS Agencies.
2. Directs the preparation of the Emergency Medical Services district budget each fiscal year and makes recommendations to the Board of Supervisors regarding any need changes to the special tax rate.
3. Negotiates, prepares and administers County contracts, including approval of costs and subsidy payments, with Paramedic Emergency Ambulance Providers, city and district fire departments, the designated Paramedic Advanced Life Support Base Hospitals, Stroke Centers and Cardiac Receiving Centers, and designated Hospital Trauma Centers.
4. Prepares recommendations and reports for the Agency Director and/or Board of Supervisors regarding EMS program policy, including the Special District Report and reports to the Board of Supervisors Health Committee.
5. Oversees the preparation of the Annual EMS Report for submission to the State EMS Authority.
6. Represents the County EMS Program with national, state, regional and local agencies and organizations.
7. Directs emergency medical disaster planning for the Health Care Services in cooperation with the County Health Officer.
8. Serves as replacement for the Director of Health Care Services Agency for emergency disaster operations.
9. Directs the activities of the Emergency Medical Services staff through subordinate supervisors; selects staff and evaluates performance; reviews and takes action on disciplinary matters.
10. Assists in the Emergency Medical Services Medical Director in programming medical input and expertise to EMS District providers.
11. Directs the continued development and implementation of injury prevention programs.
12. Oversees the collection, analysis, interpretation and evaluation of data to ensure adequate Emergency Medical Service performance.
13. Analyzes existing and proposed legislation and makes recommendations to the Director of the Health Care Services Agency regarding their impact on the county's Emergency Medical Services system.
14. Investigates and resolves complaints/problems raised by the community and provider agencies regarding emergency medical services.
15. Keeps up to date with national state, regional and local legislation, research and trends related to emergency medical services.
16. Performs other duties as assigned.

MINIMUM QUALIFICATIONS
|
Education:
Possession of a bachelor's degree from an accredited college or university with a major in Health Administration, Business or Public Administration, or a field related to the work.
Experience:
The equivalent of five (5) years of progressively responsible supervisory, administrative, or programmatic experience in the field of Emergency Medical Services.
License:
Possession of a valid clinical license from one the following licensing authorities for the state of California: Emergency Medical Services Authority, Board of Registered Nursing, Medical Board.
Possession of a valid California Driver's License.
