DESCRIPTION

Under direction, to assist the designated Agency Trust Officer in developing, reviewing, updating and maintaining uniform, coordinated procedures for all trust matters related to the functioning of the Social Services Agency; to manage the day-to-day operations of the Trust Office; to provide supervision of Eligibility Technicians who carry trust-related or other specialized caseloads; and to do related work as required.
DISTINGUISHING FEATURES This is a single-position class found exclusively in the Social Services Agency. The incumbent reports to the Section Supervisor designated as Agency Trust Officer. This position is distinguished from the higher level of Section Supervisor in that the higher position has a greater scope of responsibility and second-level supervisory functions. The next lower classification of Supervising Eligibility Technician does not entail responsibility for trust maintenance functions in addition to supervision of eligibility determination and caseload management functions. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Applies for and disburses benefits available to minors being supported by the County in foster care facilities or County institutions (i.e., Juvenile Hall, Chabot Camp, Los Cerros, etc.). 2. Utilizes funds for the care and maintenance of minors, including reimbursement to the County and special needs of the minor, in lieu of County funds. 3. Explores and develops resources of benefits to the minor, including Social Security and Veteran's Administration benefits. 4. Monitors the balances of minors' trust accounts for personal property limitation purposes; notifies Child Welfare Workers if surplus funds accrue; authorizes withdrawal of conserved funds on behalf of each minor to Social Security Administration on cases to be closed. 5. Assists the designated Trust Officer in the development and maintenance of communication and training of Agency staff in recognizing potential sources of benefits to minors. 6. May be directed by the designated Trust Officer to act as liaison for the Social Services Agency in its interactions with other County Departments. 7. Reviews requests and authorizes disbursement of funds for special needs. 8. Maintains trust matter files, deposit registers, trust balances and correspondence; answers questions regarding trust matters. 9. Reviews and signs (for designated Trust Officer) applications for SSA/SSI Social Security or Veteran's Administration benefits, and any related Social Security or Veteran's Administration correspondence or forms; responds (for designated Trust Officer) to disagreements with Social Security Administration overpayment assessments. 10. Supervises Eligibility Technician II’s and III’s who take and process initial applications and perform continuing caseload management eligibility functions for AFDC-Foster Care, Aid to Adoptive Children, Aid to Adoptive Parents, and Foster Care (and other) Medi-Cal programs. 11. Supervises clerical support staff, including Account Clerk I’s and II’s and Clerk II’s. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of two years of experience in an Alameda County social services classification equivalent to or higher than Supervising Eligibility Technician. Or II The equivalent of three years of experience in an Alameda County social services classification equivalent to or higher than Eligibility Technician III, AND At least one year of supervisory experience that included first- or second-level supervisory responsibility for three or more subordinates. Or III The equivalent of four years of experience in an Alameda County social services classification equivalent to or higher than Eligibility Technician II, AND At least one year of supervisory experience that included first- or second-level supervisory responsibility for three or more subordinates. NOTE: Two years of college (90 quarter or 60 semester units) with a major in business administration (including accounting) may be substituted for the equivalent of one year of service in the Alameda County classifications mentioned in Patterns I, II and III, but may NOT be substituted for the supervisory experience required in Patterns II and III. License: Possession of a valid California Motor Vehicle Operator's License is required. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
