DESCRIPTION

Under the general direction of the Community Re-entry and Outreach Director, this classification is responsible for assisting justice involved individuals in obtaining services, by providing oversight over one of four specializations within the Probation Department’s Re-Entry Unit which provides employment, housing, education and/or other rehabilitative programs, services, activities and projects; and, does related work as required.    

DISTINGUISHING FEATURES  

Probation Re-Entry Services Coordinator is a journey-level classification located in the Alameda County Probation Department (ACPD).  This is the first line supervisor to staff in one of the Re-Entry specialization service areas.  Incumbent(s) ensures the delivery of specialized, post-release services, including: employment, housing services, education and/or other rehabilitative services to a targeted client population consisting of Probation clientele.  This class is distinguished from the Probation Community Re-Entry and Outreach Director, which has full management-level responsibility for the provision of all Public Safety Realignment staff and services.


EXAMPLES OF DUTIES

NOTE:  The following are some of the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Supervises multidisciplinary professional and support staff involved in public safety realignment; resolves complex situations; assigns and reviews work, evaluates performance, and assists in the selection process for and trains new employees; supervises the maintenance of employee records and provides for the training of staff in work procedures.
  2. Acts as the official liaison and primary contact between the Alameda County Probation Department and community-based providers, including: housing providers, potential employers, education and other rehabilitative service providers.  Plans, develops and provides oversight of program development and community liaison related activities for service providers in the areas of employment preparedness, job placement, education and/or other rehabilitative services; and outcome measures for post-release employment programs.
  3. Identifies, contacts and develops partnerships with internal and external stakeholders, community and faith-based organizations to provide needed transitional employment, housing, education and/or other rehabilitative services to returning County citizens and supervision clients.
  4. Collaborates with state and county agencies including, but not limited to, the California Department of Corrections and Rehabilitation, the Employment Development Department, Behavioral Health Care Services, Community Development Agency, local Workforce Investment Boards, Union Labor and Trades, community colleges and others to promote post-release job placement, develop transitional housing options, educational programs and/or other rehabilitative services for Alameda County Probation Department clients.
  5. Develops, recommends and oversees the implementation of policies and procedures related to the employment, housing, education and/or other rehabilitative services of returning citizens and supervision clients.  Evaluates the effectiveness of existing policies related to employment, housing, education and/or other rehabilitative services and provides expertise in the revision of existing, or the development of new, policies and procedures.
  6. Coordinates the implementation and ongoing application of employment, housing, education and/or other rehabilitative programs.  Develops strategies; assembles, organizes, analyzes and records data and statistical information necessary to evaluate post-release employment, housing, education and/or other rehabilitative programs.
  7. Coordinates educational and informational meetings, and/or disseminates informational bulletins to providers of employment, housing, education and/or other rehabilitative services countywide on all applicable re-entry program needs.  Makes presentations on behalf of the ACPD to public and private organizations; serves as a member of various employment, housing, education and/or other rehabilitative services-related committees when needed.
  8. Represents the Community Re-Entry and Outreach Director and the ACPD to the Board of Supervisors, media, public, and stakeholders on programmatic, fiscal and contractual issues related to Probation’s employment, housing, education and/or other rehabilitative programs.
  9. May represent the Community Re-Entry and Outreach Director in their absence.

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor’s degree from an accredited college or university (180 quarter or 120 semester units), preferably in workforce development, education, training, public administration, or organizational behavior and development.

AND  

Experience:

Four years of full-time, professional-level experience in any of the following: reentry program development and administration, criminal justice policy development, and/or direct service in reentry programs such as housing, employment, substance use/behavioral health services and education to reentry and criminal justice-involved populations.  Two years of which should be in a lead or supervisory capacity.  

Substitution:

Possession of a master’s degree or above may be substituted for one year of the required experience.

KNOWLEDGE AND SKILLS

  • State and local regulations that govern re-entry employment, housing, education and/or other rehabilitative programs and services.
  • Methods and techniques of organizing and motivating groups.
  • Principles and methods of public administration; organizational development management analysis; personnel, fiscal, program management; and, administrative problem solving.
  • Community and agency consultation methods and procedures.
  • Basic supervision and managerial principles.  

Ability to:

  • Plan, organize, manage and evaluate re-entry employment, housing, education and/or other rehabilitative programs.
  • Establish and maintain program objectives, priorities and policies.
  • Integrate program activities to attain goals.
  • Communicate and interact effectively with a variety of government and community officials, and with individuals of diverse backgrounds, positions and life experiences.
  • Interpret and apply state and local legislation, codes, regulations and programs related to re-entry, including: employment, housing, education and/or other rehabilitative programs.
  • Prepare and present clear and concise oral and written reports.
  • Develop and recommend effective courses of action.
  • Consult with and advise top administrators on program activities and status.
  • Manage multiple priorities and work under pressure.
  • Make public presentations to groups within and outside of County government.
  • Develop short and long-range budget plans that accurately reflect program needs.
  • Apply the resources and tools of a specialty subject area.
  • Supervise, manage and direct the work of subordinate employees.
